This report requests the City Council to award a contract to Gallacher, Co., Inc.
in the amount of $267,420.00.
Background
The City budgeted for the replacement of mains in the subject project in
January, 1976 for $143,100. The Engineers estimate prior to bid was $256,820.
The bids received were:
Gallacher Co., Inc. $267,420.00
Jan Earnest Construction Co. $273,912.50
Doty Bros. Equipment Co. $275,830.00
John T. Malloy $285,725.00
J.C. Plumbing Co. $336,485.00
Barron 4 Eckhart Eng. Cont. $369,675.00
The lowest bid, Gallacher Co., Inc. of $267,420 is 4% above Engineers Estimate.
The Water Division has an unencumbered balance of $62,142 in its main replacement
expenditure accounts representing unexpended funds from completed projects. Excess
funds are available in the Water Reserves Fund to fund the additional $62,178.
These two amounts plus the originally budgeted $143,100 will fund the lowest bid
of $267,420 by Gallacher Co., Inc.

Recommendation
It is recommended that Council approve the use of the unemcumbered balance of
$62,142 in the main replacement expenditure accounts, appropriate $62,178
from the Water Reserves Fund for water main replacement, and award the contract
for Water Main Replacement Project No. 2 to Gallacher Co., Inc. for $267,420.
