SUBJECT: Installation of Vapor Recovery Nozzles at the City Yards,
Transportation Yards and Santa Monica Airport
Introduction
This report recommends that the City Council appropriate funds and authorize
the Purchase Order for purchasing and installing Vapor Recovery Nozzles at
the City Yards, Transportation Yards, and Santa Monica Airport, in the amount
of $2,077.60.
Background
In February of 1974 the Los Angeles County Air Pollution Control District
required that throughout the Country all service stations and private fueling
facilities control gasoline vapors emitted during transfer of gasoline from
delivery trucks to the underground stationary storage tanks, called Phase I,
and from the fueling of the motor vehicle, called Phase II.
On July 23, 1975, all fueling facilities owned by the City of Santa Monica
and who were ordered to comply with Phase I of the Vapor Recovery Program
had done so.
On March 12, 1976, all underground piping required under Phase II of the
Vapor Recovery Program had been installed. To complete Phase II, vapor
recovery nozzles were purchased on August 11, 1976, in the amount of $177.15
each. After installation and inspection, the nozzles were declared a
hazard to safety and ordered returned by the Fire Department.

On August 24, 1978, the South Coast Air Quality Management District informed
the City of Santa Monica that approved nozzles were now available and that
construction and assured compliance must be completed by February 2, 1979,
for 50 percent of our locations, and August 2, 1979, for the remainder of
our locations. The cost for these new nozzles installed is $392 each, or
an increase of 121% from when previously purchased 2 years ago.
Bids for the Vapor Recovery Nozzles were received by the Purchasing Department
in an informal bid process. Bids were requested from three companies.
Two bids were received as follows:
PEM Corp.
R. H. Alexander Co.
Funding
$1,960.00 plus tax
$2,384.95 plus tax
Following is a summary of the estimated funds required to meet the South
Coast Air Quality Management District's requirements:
City Yards - 2 nozzles $ 784.00
Santa Monica Airport - 2 nozzles 784.00
Transportation Yards - 1 nozzle 392.00
Total $1,960.00
Tax 117.60
TOTAL $2,077.60
The amount of $2,077.60 should be taken from the Unappropriated Reserves to
accomplish this requirement by the South Coast Air Quality Management District.
Recommendation
It is recommended that the City Council appropriate these funds and authorize the
Purchase Order to PEM Corp. for furnishing and installing Vapor Recovery Nozzles,
hoses and required hardware in the amount of $2,077.60.
