Z''-� f . �� �)� /-e/, i(/n.3rS C1, City Staff 11- p,�ctice -ek /)- Authorize Purchase of Two Sidewalk Cleaning Machines General Services Department LaA., A This report recommends that the Council authorize the transfer of $4,000 from surplus funds in the 1977 -78 Mall Maintenance Account to the 1978 -79 Vehicle Replacement Account to purchase two (2) sidewalk cleaning machines, trailer mounted. Background In November 1977, the City initiated what has become a very popular sidewalk washing program for the business areas. Two hot water cleaning machines were leased from J. & R. Manufacturing Co., and CETA paid $375 per month for the lease for one year on Purchase Order 34356. The City can now purchase these two machines,which have been custom rigged for connection to City water tankers, for a sum of $2,000 each plus tax, from J. & R. Manufacturing Co. These machines are used in the sidewalk cleaning program, restroom maintenance, on the beaches and parks, and for Mall maintenance. Recommendation It is recommended that the Council authorize the transfer of $4,000 from surplus funds in the 1977 -78 Mall Maintenance Account, 01- 500 -421- 000 -665, to the 1978 -79 Vehicle Replacement Account, 01- 500 - 421 - 000 -950. It is also recommended that Council adopt the attached resolution authorizing the waiving of bid procedure and the purchase of the two sidewalk cleaning machines at a total cost of $4,240 from J. & R. Manufacturing Co. Prepared by: Attachment Stan Scholl Lou Bennett Resolution c d OCT 2 4 1978 RESOLUTION NO. _S111(CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA WAIVING CALL FOR COMPETITIVE BIDDING AND AUTHORIZING PURCHASE OF SIDEWALK CLEANING MACHINES WHEREAS, the Street Department of the City of Santa Monica has need for two trailer- mounted sidewalk cleaning machines; and WHEREAS, two (2) such machines used within the City during the past year on a federally- funded lease are now available for outright purchase; and WHEREAS, the purchase price of $2,000.00 plus tax per used machine compares favorably with the current $4,950.00 plus tax list price for a new machine; and WHEREAS, to seek competitive bids for comparable equipment at this time would cause additional expense and delay with no reasonable assurance of a lesser price for equipment of equivalent quality. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council finds that the purchase of two (2) sidewalk cleaning machines is in the best interests of the City. SECTION 2. That two (2) such machines now available as part of a lease- termination option may be purchased at a cost considerably less than that of comparable new equipment. SECTION 3. That to advertise for bids for this equipment would entail additional delay and expense with no reasonable assurance of lesser cost. SECTION 4. That competitive bidding is waived and purchase of the aforementioned equipment in the total amount of $4,240.00 is hereby authorized. -1- ADOPTED AND APPROVED THIS 24th DAY OF October , 1978.
