SR-11-28-1978-6LNOV 2 8 1970 Santa Monica, California November 22, 1978 �i TO: Mayor and City Council 1 FROM: City Staff SUBJECT: Fairview Branch Library Addition - Award of Contract Introduction This report recommends that the City Council award a contract for constructing a community room addition and reroofing the Fairview Branch Library to Joseph Wm. Eubanks in the amount of $141,431. Background This project was designed using Community Development funds by Weldon Fulton, A.I.A., per City Council authorization on September 27, 1977. The addition consists of a committee room, restrooms, completely furnished kitchen, librarian's office, storage room, and a patio. The total area to be constructed is 1,810 square feet. The Fairview Branch Library, constructed in 1956, is in need of reroofing and therefore was included in this project. Bids for the subject project were opened in the City Council Chambers after 3:00 p.m., Monday, October 30, 1978, and read publicly by the Assistant City Clerk. Plans and specifications were issued to seven (7) general contractors. Two bids were received as follows: Addition Joseph Wm. Eubanks ............... $134,761 De B Enterprises, Inc. ........... 149,400 Architect's Estimate ............. 100,000 Reroof Total $ 6,670 $141,431 5,800 155,200 10,000 110,000 NOV 2 8 1978 To: Mayor and Council -2- November 22, 1978 Funds necessary to complete the project are as follows: Construct the Addition ........................ $ 134,761 Re -roof the Present Library ................... 6,670 Construction Engineering & Contingencies ...... 18,569 TOTAL Needed $ 160,000 Funds in the amount of $100,000 are available from Community Development Funds and are included in the 1978 -79 budget account 19- 400 - 611 - 000 -920. Additional Community Block Grant Funds are available as follows: It has been determined that CD funds of $22,000 designated for contingencies and $38,000 previously allocated to the 7th Street Improvements can be trans- ferred to the library addition project without jeopardizing the construction of these other projects. Recommendation It is recommended that the subject contract be awarded to Joseph Wm. Eubanks, the lower tentatively qualified bidder, in the amount of $141,431, contingent on HUD approval and that additional Community Development Block Grant Funds in the amount of $60,000 be transferred to this project.
