Monica Cradle to Career and Wellbeing Initiatives
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a fourth modification to Professional Services Agreement No. 9714 in an
amount of $85,000 from October 1, 2014 to December 31, 2015 with Jonathan Mooney,
a California -based consultant, to provide strategic planning, facilitation, and support to
the ongoing development of the Santa Monica Cradle to Career Initiative and the
Wellbeing Index. This will result in a four year agreement in the amount of $262,500.
Executive Summary
In 2010, Council directed staff to form the Youth Resource Team Policy Group (YRT),
renamed the Santa Monica Cradle to Career (SMC2C) Initiative to advance City and
community efforts to address youth violence. Based on best practices, the Cradle to
Career Work Group adopted a collective impact approach that would encompass the
wellbeing of all Santa Monica youth up to 24 years of age. Jonathan Mooney, hired as a
strategic consultant in 2012, was instrumental in the development and structure of
SMC2C.
In connection with this work, Jonathan Mooney helped develop the City's winning
Mayors Challenge proposal for Bloomberg Philanthropies to fund development of a
dynamic new tool to measure community wellbeing of residents ages 18 and older.
Jonathan Mooney has played a key role in defining and implementing the City's holistic,
data - driven approach to assessing and addressing the wellbeing of Santa Monica
residents of all ages, including facilitating interagency partnerships to achieve these
goals.
This fourth modification would increase the contract by $85,000 resulting in a four year
agreement in the amount of $262,500 through December 2015.

Policy Group (YRT). This was renamed the Santa Monica Cradle to Career (SMC2C)
Initiative, with a SM02C Work Group, a collaborative comprised of representatives from
school, college, community nonprofit, neighborhood, parent and business groups. The

$72,500 in one -time funds for this initiative. These activities include: guiding the SMC2C
Work Group in developing key features of a Santa Monica Cradle to Career Initiative;
developing options for early childhood and school age child care programs; and
planning and implementation of a youth data system and related interactive website.
Inspired by Santa Monica's Cradle to Career Initiative, the Wellbeing Project was one of
five winning entries in Bloomberg Philanthropies' first -ever Mayors Challenge. The core
of this project is development of the Local Wellbeing Index, a tool to provide a
multidimensional understanding of wellbeing at the community level in order to inform
City and community efforts to improve wellbeing.
In December 2011, the City released a Request for Proposals (RFP) to provide strategic
oversight of the formation of the Santa Monica Cradle to Career Initiative (SMC2C),
bringing together the City, the Santa Monica - Malibu Unified School District and Santa
Monica College. Jonathan Mooney was selected based on overall professionalism,
knowledge of nationwide models and best practices, facilitation and strategic planning
experience.
In March 2012, the City executed Professional Services Agreement No. 2411 with
Jonathan Mooney in an amount not to exceed $50,000 through a term ending on June
30, 2013. In January 2013, a first modification increased the contract in an amount not
to exceed $70,000 for work that included the development and presentation of the first

Youth Wellbeing Report Card and the final production of the application to Bloomberg
Philanthropies Mayors Challenge. In Fef ruarl'_2013, a second modification increased
the contract by $107,500 for work that included technical assistance with community
stakeholders on the development of SMC2C benchmarks, goals and policy
recommendations guided by the findings of the first Youth Wellbeing Report Card. In
June 2014, a third modification extended the contract to October 1, 2014 (with no
additional funds added to the contract) to complete the current scope of work. The
proposed fourth modification would increase the contract by $85,000. Upon approval of
this fourth modification, the total contract from March 2012 through December 2015
would be $262,500.
Discussion
Santa Monica Cradle to Career and the Wellbeing Project are broad citywide initiatives
led by the Community and Cultural Services Department (CCS). Jonathan Mooney has
played a key role — both internally with City staff and externally with community
stakeholders — in the development of each, and has worked to bridge the two initiatives
into a holistic project that encompasses the wellbeing of Santa Monica residents of all
ages.
Mr. Mooney will continue to advise on and facilitate the strategic development of these
wellbeing initiatives. This recommendation proposes key activities to include:
® Identify non -City funding opportunities and secure new resources, to leverage
existing funding, for SMC2C initiatives and advancement of the Wellbeing
Project, thereby ensuring that programs are targeted, effective, sustained and
evaluated overtime.
® Facilitate involvement of key stakeholders to advance implementation of SMC2C
and The Wellbeing Project. Activities would involve working with City staff to
structure and lead outcome -based planning sessions with internal and external
stakeholders such as SMMUSD, SMC, various City department staff, community -
based organizations and other key partners.
® Assist in the development of end use on -line platforms and other tools to engage
City staff, community partners and residents with data, findings and action
leading to successful uptake of both The Wellbeing Project and SMC2C.

® Participate in creation of communication strategies and action plans about
SMC2C and The Wellbeing Project.
Council contingency funds have partially been used to support the work of Jonathan
Mooney and would continue to advance the City's wellbeing initiatives.
Financial Impacts & Budget Actions
The fourth contract modification to be awarded to Jonathan Mooney is $85,000, for an
amended four year contract total not to exceed $262,500. Funds are available in the
FY2014 -15 budget in divisions 201 and 262. The contract modification will be charged
to the following accounts:
