This report recommends that the City Council award a contract for the
rerouting of the sanitary sewers around the downtown shopping center to
John T. Malloy in the amount of $18,220 , and to approve construction
of the storm drain in Broadway by Los Angeles County Flood Control District.
Background
There are sanitary sewers in Second Court and Third Court, and a storm
drain in Third Street through the shopping center project from Broadway
to Colorado Avenue that must be rerouted. The Los Angeles County Flood
Control District will reroute the storm drain as part of the 1965 Bond
Act Project and this contract will reroute the two sanitary sewers on
Broadway to Second Street.
Bids for sanitary sewer rerouting were opened in the City Council
Chambers after 3:00 p.m., Monday July 7, 1978 and read publicly by the
Assistant City Clerk. Plans and specifications were issued to seven (7)
contractors. Their bids are as follows:

Funds for this sewer project are available in W.O. 78946 -000 from
Account No. 01- 200 - 263 - 000 -246.
Recommendation
It is recommended that the City Council award a contract for the subject
sewer project to John T. Malloy, the lowest bidder, in the amount of
$18,220. It is also recommended that the Council approve the attached
resolution approving the construction of a storm drain in Broadway
between Ocean Avenue and Third Street by the Los Angeles County Flood
Control District.

A RF�OLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROVING PLANS AND SPECIFICATIONS FOR
THE CONSTRUCTION OF THE 1964 STORM DRAIN BOND ISSUE
PROJECT NO. 7403, UNIT 4, AND GRANTING THE LOS
ANGELES COUNTY FLOOD CONTROL DISTRICT THE RIGHT TO
OCCUPY AND USE STREETS IN THE CITY OF SANTA MONICA.
WHEREAS, on June 22, 1965, the Los Angeles County Flood Control
District, a body corporate and politic, and the City of Santa Monica, a
Municipal Corporation, entered into Agreement No. 1645 (City Council Series)
a copy of which is on file in the office of the City Clerk, and
WHEREAS, pursuant to said Agreement No. 1645, the City Engineer
of the City of Santa Monica has prepared the "Plans and Specifications for
the Construction of Santa Monica Project No. 7403, Unit 4, Line H, 1964 Storm
Drain Bond Issue, in the Cities of Santa Monica and Los Angeles, California,"
a copy of which is attached hereto, and
WHEREAS, on August 14, 1978, A. E. Bruington, Chief Engineer of
the Los Angeles County Flood Control District, requested that the City
Council of the City of Santa Monica approve the attached plans and specifi-
cations and authorize the Los Angeles County Flood Control District to
proceed with the construction described therein and that the City of Santa
Monica grant permission to the Los Angeles County Flood Control District to
occupy and use the public streets of the City of Santa Monica to operate and
maintain said storm drain installations upon their completion.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The "Plans and Specifications for the Construction of
Santa Monica Project No. 7403, Unit 4, Line H, 1964 Storm Drain Bond Issue, in
Cities of Santa Monica and Los Angeles, California," a copy of which is
attached hereto, are approved.
SECTION 2. The City Council of the City of Santa Monica does
authorize the Los Angeles County Flood Control District to proceed with the
construction described in the attached "Specifications for the Construction
of Santa Monica Project No. 7403, Unit 4, Line H, 1964 Storm Drain Bond Issue,
in the Cities of Santa Monica and Los Angeles, California."
SECTION 3. The City of Santa Monica does grant the Los Angeles
County Flood Control District permission to occupy and use the public streets
of the City of Santa Monica to operate and maintain the storm drain instal-
lations described in the "Specifications for the Construction of Santa Monica
Project No. 7403, Unit 4, Line H, 1964 Storm Drain Bond Issue, in the Cities
of Santa Monica and Los Angeles, California."
SECTION 4. The City Clerk shall certify to the adoption of this
resolution and thenceforth and thereafter the same shall be in full force and
effect.
