SUBJECT: Approval of a contract for federal assistance under
Section 5 of the Urban Mass Transportation Act of
1964
Introduction
The Federal Urban Mass Transportation Administration(UMTA) recently
approved a City grant application for operating assistance and submitted
a grant contract to the City for its concurrence. This report requests
the approval of the attached contract to permit the City to receive the
grant funds.
Background
On February 3, 1978, the Santa Monica City Council authorized the submission
of an application for a Federal grant to assist in meeting a portion of the
Transportation Department's operating expenses. UMTA approved the City's
application on August 3, 1978 and forwarded the grant contract for approval.
The contract permits the City to claim up to $880,221 in Federal operating
assistance to help defray Transportation Department expenses during the
1977 -1978 fiscal year. For its part, the City must match the Federal funds
with an equal portion of non - farebox revenues, which will be composed pri-
marily of State Transportation Development Act funds allocated to the Depart-
ment for this purpose.
Alternatives
1. The City could reject the contract. The Transportation Department
would then lose the benefit of $880,221 in Federal operating funds
to cover expenses for the 1977 -1978 fiscal year and would have to
obtain these funds from City sources.
2. The City could approve the contract. This would permit the City /
Transportation Department to receive up to $880,221 to help defray (O le
operating expenses incurred during the 1977 -1978 fiscal year.

Recommendation
City staff recommends that the City Council approve UMTA contract No.
CA -05 -4108 to permit the City Transportation Department to claim up to
$880,221 in Federal operating assistance for the 1977 -1978 fiscal year
and authorize the City Manager to execute the contract and return it to
the Federal Urban Mass Transportation Administration.
