SR-04-11-1978-11BSanta Monica, Ca" fornia, March 21, 1978 TO: Mayor and City Council FROM: City Staff SUBJECT: Amendment to Memorandum of Understanding between City of Santa Monica and Local 911 California Teamsters Regarding Premium Pay for One- Person Refuse Truck Drivers Introduction APR 1 11978 This report discusses the premium pay for operators of the City's one- person refuse trucks and recommends an increase in the premium pay hourly rate from thirty -seven and one -half cents per hour to seventy -five cents per hour effective March 1, 1978, by amending the existing Memorandum of Understanding with Local 911, California Teamsters. Background The City of Santa Monica instituted single - person refuse truck operator collection in certain single - family home areas during the Spring of 1975. This was accomplished by acquiring specialized refuse trucks which are able to be operated and driven by one person rather than two persons, which is the case on multi -unit residential and commercial areas. On May 6, 1975, the City Council adopted Resolution No. 375ON (CCS) which provided that employees classified as Sanitation Truck Drivers shall be paid an additional $.375 per hour for those hours where assigned to one - person refuse vehicles. However, the General Services Department has experienced difficulty in assigning personnel to one -man refuse trucks. Sanitation Truck Drivers allege that the current premium pay level is not sufficient to provide an incentive for working this assignment. APR 1 1 1978 T0: Mayor and City C -ncil -2- March 21, 1978 As required by State law, the City has met and conferred with Local 911, California Teamsters who are the representatives of the Sanitation Truck Drivers. Local 911 has agreed to an increase in the one - person refuse truck driver premium pay to seventy -five cents per hour effective March 1, 1978. The cost for this increase for the balance of the 1977 -78 fiscal year is $1,248.00. Attached is a comparison of premium pay for one - person refuse truck drivers in Southern California cities known to have this operation. Recommendation It is recommended that the City Council direct the City Attorney to prepare a resolution amending Resolution No. 3750N to provide that employees classi- fied as Sanitation Truck Drivers shall be paid an additional $.75 per hour for those hours when assigned to one - person refuse vehicles effective March 1, 1978.
