SUBJECT: Recommendation to waive competitive bidding and to
authorize direct negotiation for parking meter parts
and remanufacture.
Introduction
This report concerns waiver of competitive bidding for parts and
remanufacture of Duncan parking meters. Funds are available in
accounts 01- 500 - 412 - 000 -311, Parking Facilities Special Equipment
Operating Supplies (budget amount $14,000.00), and 01- 500 - 412 -000-
501, Parking Facilities Contractual Services Bid (budget amount
$8,000.00).
Background
Parts for repair of Duncan meters by City personnel and remanu-
facture of these meters by an outside vendor are a consistent re-
quirement to support the City's parking meter inventory.
Requests for quotation for both parts and services repeatedly have
been mailed to potential suppliers other than the local authorized
Duncan representative and no responses have been received that
meet the City's specifications. It is considered that continuation
of this solicitation of three or more bids for each purchase will
entail additional expense and delay with no significant benefit to
the City.
Recommendation
It is recommended that the competitive bidding requirement be
waived and that the City Manager be authorized to negotiate directly
for parking meter repair parts and remanufacture.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA WAIVING BID PROCEDURE AND AUTHOR-
IZING THE CITY MANAGER TO NEGOTIATE DI °.ECTLY FOP,
THE PURCHASE OF PARKING METER REPAIR PARTS AND
RET- ANUFACTURE.
WHEREAS, the Parking and Traffic Engineering Department
has need for repair parts and remanufacturing service for parking
meters; and
WHEREAS, only one (1) local source, Traffic Appliance
Corporation, has both the inventory and facilities necessary to
meet the City's requirements; and
WHEREAS, the products and service rendered in the past
by Traffic Appliance Service has been satisfactory; and
WHEREAS, to seek competitive bids for said parts and
service would be to no avail and would cause unnecessary expense
and delay.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the purchase.
of the required parts and service is of necessity to the City and
that to solicit bids would be to no avail and would cause unnecessary
expense and delay.
SECTION 2. That the City Manager is authorized to purchase
the required traffic meter parts and remanufacturing service on the
open market without calling for bids.
SECTION 3. The City Clerk shall certify to the adoption
of this resolution and thenceforth and thereafter the same shall be
in full force and effect.
