SUBJECT: Recommendation to award bid for beach umbrella and
beach equipment rental concession. Bid No. 1357.
Introduction
This report concerns acceptance of a proposal to operate the
beach umbrella and equipment rental concession on Santa Monica
State Park during the period July 1, 1978 through June 30, 1979.
Background
In response to published "Notice Inviting Bids" to operate the
six (6) rental stands, one (1) bid was received and publicly
opened and read in the office of the City Manager April 18, 1979.
Proposal forms were mailed to sixteen (16) concession operators
and notices were advertised in accordance with City Charter and
Municipal Code provisions. The sole proposal, submitted jointly by
Hay Dayan and Joseph Hami,offers an initial yearly rental of
$5,295.00 and a yearly adjustment based upon the percentage of
change in the Consumer Price Index plus an additional one and
one - quarter per cent (147). The present agreement rental is
$4,850.00 per year with no percentage adjustment. It was ascer-
tained after the bid opening that the present concessionaires
declined to continue the business due to retirement of one of the
principals.
Recommendation
It is recommended that the 4ward be made to Hay Dayan and Joseph
Hami, the sole bidders, for operation of the beach umbrella and
beach equipment rental concession for a three -year period.
