SUBJECT: Recommendation to award bid for Asphaltic Concrete
Mixes. Bid number 1353.
Introduction
This report concerns award of bid to supply asphaltic concrete
mixes for street maintenance as ordered by the City during the
period July 1, 1978 through June 30, 1979. This award shall be
subject to the availability of funds in the budget approved for
the impending fiscal year. It is estimated that this award,
chargeable to account 44- 500 - 421 - 000 -411 (Street and Road Materials),
will not exceed $78,600.00, including tax.
Background
Is response to published Notice Inviting Bids to furnish four (4)
items of paving materials, one (1) proposal was received and pub-
licly opened and read in the office of the City Manager May 2, 1978.
Proposal forms were mailed to eighteen (18) listed asphalt companies
and notices were advertised in accordance with city charter and
municipal code provisions. The sole bid was submitted by Blue
Diamond Materials Company, the current supplier. Prices bid per ton
are:
500 Tons Type "A" Hot Base
2000 Tons Type "B" Hot Asphalt
2000 Tons Hot Fine Mix Asphalt
Delivered FOB Inglewood

It was ascertained after the bid opening that Vernon Asphalt
Company, a firm which had bid previously on this contract, failed
to submit a bid due to an administrative error in their office.
An official of the company, Mr Don Michaels, surmised that other
suppliers may have declined to bid since Blue Diamond Materials
operates the closest plant to Santa Monica.
Recommendation
It is recommended that the award be made, subject to budget approval,
to Blue Diamond Materials, the sole bidder, in the estimated total
amount of $78,600.00, including sales tax.
