SUBJECT: Recommendation to award bid for Senior Citizen Meals,
Bid No. 1352.
Introduction
This report concerns award of bid to furnish an approximate total
of 64,750 complete hot meals to Senior Citizens in the estimated
total amount of $118,052.20. Funds are available in account numbers
20- 700 - 902 - 000 -437 and 20- 700 - 902 - 000 -439, applicable to the Title
VII Nutrition Grant to the City of Santa Monica.
Background

This federally- funded program is structured to provide food service
five (5) days per week to senior citizens at four (4) locations within
the city. The program is not expected to exceed 250 meals per day.
Serving locations will be Marine Park, Lincoln Park, Memorial Park
and Calvary Baptist Church.
In response to published Notice Inviting Bids, proposals were re-
ceived and publicly opened and read in the office of the City
Manager April 11, 1978. Proposal forms were mailed to forty (40)
catering companies and notices were advertised in accordance with
city charter and municipal code provisions. Three (3) bids were
received as listed on the attached summary.
The present catering contractor, Ogden Food Service, is discontin-
uing this type of meal distribution June 30, 1978.
The bid of Cassardi Custom Caterers of $1.71 per meal for Item 2
includes an employee to assist in food portioning and serving for
four (4) hours each day at each of the four (4) locations and is
the lowest bid per meal for this Item. The employee assistance is

considered desirable in view of the need to train volunteer workers
and to insure a smooth operation. This bulk delivery system will
replace the present pre - portioned airline -type tray system for an
estimated saving of eleven cents (llfi) per meal.
It is considered that award of bid to the Cassardi corporation is
the most favorable because of the two -year option clause. The
Cassardi proposal is for succeeding five per cent (5 %) increases
yearly. The bid of Associated Food Service calls for an increase
based directly on the February Consumer Price Index for each year.
The average yearly CPI change since 1975 has been 8.4 per cent.
Recommendation
It is recommended that the award be made to Cassardi Custom Caterers,
as the lowest and best bidder, in the total amount of $118,052.20,
including sales tax.
