Introduction This report concerns waiving formal bid procedure and authorizing the City Manager to negotiate directly for supply and installation of water pumping control equipment. This project is funded for $18,000.00 in current -year budget job account number 77030 -000, Modernization of Telemetry Controls. Background This system consists of a programmer, transmitters, receivers, relays and controls that enable pump control at wells by operators in the Arcadia plant. This new equipment will be used in conjunc- tion with existing equipment; hence interface is a primary consid- eration. The Staff has investigated telemetry equipment currently available on the open market and considers it to be in the City's interest to select Sparling /Envirotech, the maker of the existing City equip- ment presently installed, to supply and install the modernization units to ensure compatibility with equipment on hand. It is con- sidered that formal bid procedure in this instance will entail expense and delay with no reasonable expectation of tangible benefit. Aronoff Purchasing Agent RNA: cg: mo Resolution N 5043 CCS (City Counc11 SeriesT_ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA WAIVING CALL FOR FORMAL BIDS AND AUTHORIZING DIRECT NEGO- TIATION FOR PURCHASE OF WATER PUMPING CONTROL EQUIPMENT. WHEREAS, the City Council of_the City of Santa Monaca previously has approved purchase and installation of certain equip - ment required for remote control of waterlpumps; and WHEREAS, interface with existing equipment is a primary requirement to ensure accurate functioning; and WHEREAS, survey of the open market indicates that only one supplier can assure installation of equipment with the required compatibility; and WHEREAS, to advertise formally for bids would entail ex- pense and delay with no reasonable expectation of tangible result. -NOW, THEREFORE, THE CITY COUNCIL OF -THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1: That the City Council finds that the. need for compatibility between existing and new 'equipment is of significant importance. SECTION 2: That only one supplier is known to be capable of furnishing and installing equipment with assured compatibility. SECTION 3: That to formally advertise for bids would entail expense and delay with no reasonable expectation of success. SECTION 4: That the City Manager is authorized to nego- tiate directly for purchase of this equipment without calling for formal bids. SECTION 4: The City Clerk shall certify to the adoption of this resolution and thenceforth and thereafter the same shall be in full force and effect.
