This report concerns the recommendation to waive competitive bid
procedure and to authorize the City Manager to negotiate directly
for a heavy duty sluice gate valve to be installed at the Moss Avenue
Sewage Pumping Plant. It is estimated that the total price will be
approximately $15,000.00, of which the City of Los Angeles will pay
eighty -three per cent (83 %). Funds are available in account number
46- 800 - 661- 047 -920, Improvement and Capitalization of Moss Avenue
Pumping Plant.
Background
This exception to standard bid procedure is considered necessary to
effect timely replacement of the present inoperable valve prior to
the start of a pump replacement program scheduled to begin August 1,
1979. Delivery of a 42 -inch diameter valve currently is quoted as
20 to 26 weeks from date of order.
This valve is required to bypass plant flow during the five -month
period in which the present critically -worn pumps are replaced by
larger, more reliable units.
The present valve was purchased from Armco Metal Products in 1969 and
interfaces with a east -in -place wall flange. The replacement valve
will be made to the same dimensions but with stainless steel in lieu
of bronze to provide better resistance to abrasion and corrosion.
Design prints currently are on file with Armco
will insure the necessary interface.

Background continued:
To call for bids for this gate valve would entail expense with no
assurance of cost benefit and a delay that could jeopardize the
scheduled pump replacement program.
Recommendation
It is recommended that competitive bid procedure be waived and that
the City Manager be authorized to negotiate directly for the sluice
valve, and that the accompanying Resolution be adopted,

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING COMPETITIVE BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR PURCHASE OF A SLUICE GATE VALVE
WHEREAS, timely replacement of the sluice gate valve at Moss Avenue
pumping Plant is necessary to implement the schedule pump replacement
project; and
WHEREAS, one (1) manufacturer is known to have design prints on
hand that will insure interface with existing cast -in -place flanges; and
WHEREAS, to solicit bids for this valve would entail expense with
no assurance of cost benefit and delay that could jeopardize the ac-
complishment of related critical projects.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1: That the City Council finds that the need exists for
timely replacement of a sluice gate valve.
SECTION 2: That one (1) manufacturer is known to have on hand
design prints for a valve that will interface with existing cast -in-
place flanges.
SECTION 3: That to call for bids would entail expense and delay
with no assurance of tangible benefit
SECTION 4: That the City Manager is authorized to negotiate
directly for this sluice gate valve without calling for bids.
