Councilmember van den Steenhoven moved the staff recommendation; i.e.,
declaring that the non - notarize affi avit of Gerald R. 11illits be
declared a minor irregularity and that Contract \o. 3188(CCS) be
awarded to Gerald R. Willits for installation of an automatic sprinkler
irrigation system in Lincoln Park in the amount of $28,477. Second 'by
Councilmember Trives.

Introduction
This report recommends that the City Council award a contract for installing
an automatic sprinkler irrigation system in Lincoln Park to Gerald R. Willits
in the amount of $28,477.
Background
Bids for the subject project were opened in the City Council Chambers after
3:00 p.m., Tuesday, February 13, 1979, and read publicly by the Assistant
City Clerk. Plans and specifications were issued to eleven bidders. Eight
bids were received as follows:

The bid by Gerald R. Willits, the low bidder, did not have the non- collusion
affidavit notarized, but the affadavit has subsequently been notarized.
This has been determined by the staff to be a minor irregularity.
The present manually operated irrigation system in Lincoln Park was installed
in 1950. The pipes were galvanized iron which have corroded, thereby reducing
the volume of water and becoming much less efficient. With plastic pipe and
an automatic system, better control of watering will be possible.
Recommendation
It is recommended that the non - notarized affidavit be declared a minor
irregularity and that the subject contract be awarded to the low bidder,
Gerald R. Willits, P.O. Box 327, Buena Park, California 90621, in the
amount of $28,477.
