Background Bids for the subject project were opened in the City Council Chambers after 3:00 p.m., Tuesday, February 13, 1979, and read publicly by the Assistant City Clerk. Willits, the low bidder, did not have the non- collusion affidavit notarized, but the affadavit has subsequently been notarized. This has been determined by the staff to be a minor irregularity. The present manually operated irrigation system in Lincoln Park was installed in 1950. The pipes were galvanized iron which have corroded, thereby reducing the volume of water and becoming much less efficient. With plastic pipe and an automatic system, better control of watering will be possible. Recommendation It is recommended that the non - notarized affidavit be declared a minor irregularity and that the subject contract be awarded to the low bidder, Gerald R. Willits, P.O.
