This report concerns the recommendation to waive formal bid procedure t, z

and to authorize the City Manager to negotiate directly for site
clearance of the former service station and trailer court located
at 7th Street and Olympic Boulevard. This property was acquired
recently by the City for expansion of Transportation Department
facilities.
Background
This property in its present state constitutes a nuisance and a
hazard to public safety. Windows have been broken and buildings
have been entered. The cost to board up and secure the area to
minimize the City's liability potential is considered to be pro-
hibitive for the short period involved.
There is an immediate need for clearing this area to permit bus
parking while the present parking area is being resurfaced. A
permanent requirement will exist when the City takes delivery
of forty -seven (47) new buses starting in July, 1979.
Letters requesting proposals for this demolition and site clearance
have been sent to thirty -one (31) contractors in an effort to
expedite this project. It is considered that this action complies
with the intent of the city charter and code requirements for
formal bid procedure. It is estimated that the cost will not
exceed $10,000.00.

Alternatives
1. To advertise formally for bids. This action would entail
unecessary expense and at least one -month delay with no
assurance of additional competition. This also would
necessitate the additional expense of securing the property
against trespass.
2. To defer action at this time. This would perpetuate an
existing nuisance, would create an immediate parking
problem in the Transportation Department, and would delay
site preparation to accomodate the buses now on order.
3. To waive formal bid procedure and to authorize the City Manager
to negotiate directly for accomplishment of this project. This
will permit the fastest action possible and will limit efforts
to secure the property.
Recommendation
It is recommended that formal bid procedure be waived and that the
City Manager be authorized to negotiate directly for building
demolition and site clearance on the city -oumed property located
at Seventh Street and Olympic Boulevard.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FORMAL BID PROCEDURE
AND AUTHORIZING DIRECT NEGOTIATION FOR BUILD-
ING DEMOLITION AND SITE CLEARANCE
WHEREAS, the City of Santa Monica has aquired real estate
at Seventh Street and Olympic Boulevard; and
WHEREAS, there is an urgent need to clear this area to
provide bus parking space; and
WHEREAS, the existing buildings now constitute a nuisance
and a hazard to public safety; and
WHEREAS, All known demolition contractors have been invited
to submit proposals to remove the buildings and prepare the.site
for bus parking.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that immediate
requirement exists to clear this property.
SECTION 2. That timely action is desired to eliminate a
nuisance and hazard to public safety at the least cost to the City.
SECTION 3. That to advertise formally for bids would
entail unecessary expense and delay with no assurance of savings.
SECTION 4. That the informal solicitation sent to
contractors has satisfied the intent of City charter and municipal
code requirements for competitive bidding and that formal bidding
procedure is waived in this instance.
SECTION 5. That the City Manager is hereby authorized to
negotiate directly for building demolition and site clearance on
city -owned property located at Seventh Street and Olympic Boulevard.
SECTION 6. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
