SR-11-14-1978-6LSanta Monica, Californi TO: Mayor and City Council FROM: City Staff November 9, 1978 LIM NOV 1 4 1978 SUBJECT: Resolution to authorize lease purchase of combination pump - aerial ladder truck for the Santa Monica Fire Department. z INTRODUCTION The current budget has an amount allocated for the lease purchase of a replacement fire truck. BACKGROUND Two known manufacturers have, in an effort to lower production costs, standardized on a specific configuration of fire trucks, which meet the current needs of Santa Monica for a combination pumper- aerial ladder truck. These manufacturers have been producing this configuration of trucks for several years. The product is known to be satisfactory to the current Santa Monica needs. Both Manufacturers have indicated that the they can "piggyback" a timely Santa Monica order for such a truck under current pricing. ALTERNATIVE SOLUTION To proceed with formal bidding procedures, which, in the opinion of staff, would cause increased costs of acquisition over those immediately available to the City. RECOMMENDATION It is recommended that the City Manager be authorized to negotiate on the open market for the lease - purchase of this equipment and that formal bid procedure be waived. S129 (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE PURCHASE OF A COMBINATION PUMPER - AERIAL LADDER FIRE TRUCK AND WAIVING THE CALL FOR BIDS. WHEREAS, the Fire Department of the City of Santa Monica has need of a replacement combination pumper- aerial ladder truck; and WHEREAS, it is heretofore been determined by dilligent research that there are known manufacturers with the specific truck configuration that will meet the current needs of the Fire Department; and WHEREAS., to advertise for bids on said equipment would be to no avail and would cause unecessary expense and delay; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the.Fire Department of the City of Santa Monica has need of a replacement combination pumper- aerial ladder fire truck SECTION 2. That to proceed with the formal bidding procedure would be to no avail and would cause unecessary expense and delay, SECTION 3. The City Manager is authorized to negotiate and purchase on the open market, without advertising for bids, one combination pump- aerial ladder fire truck. SECTION 4. The City Clerk shall certify to the adoption of this resolution, and thenceforth and thereafter the same shall be in full force and effect. 1978.
