SUBJECT: Recommendation to waive formal bid procedure and to
award bid for specialized computer analysis service
for the water and sewer systems.
Introduction
This report concerns waiver of formal bid procedure and award
of bid for computer analysis of the municipal water and sewer
systems. The charges for these services will not exceed $10,000.
Funds were approved and are available in current year budget
job order account 61030 -000, Water Department - Other General
Expense.
Background
Approximately fifty -five per cent (108 miles) of the City's
water system is made up of unlined steel or cast iron water
mains from 25 to 55 years old. All must eventually be replaced,
and approximately $223,650 is budgeted annually for this purpose,
and $75,000 annually for deteriorated sewer line replacement.
Additional demands on both systems are added almost daily by
new and larger construction and the current methods of deter-
mining whether capacities are available are limited to awkward

and expensive methods such as flowing fire hydrants into the
streets to determine fire supression capabilities. To properly
analyze problem areas where replacements are most needed and to know
exactly where to allocate the budgeted funds, the Water Division
budgeted and Council approved $15,000 for a Network Analyzer
system. This amount represents 4% of the amount of money budgeted
for repair or replacement of water mains in the present year, and
will give us an on -going analytical capability to be readily res-
ponsive in evaluating any planned construction or proposed
development in the City in future years. The analysis service
required involves dealing with 1600 simultaneous equations, the
ability to create mathematical models of pumping systems, valving,
and the control system of both the present and projected installations
and related problem- solving capabilities.
This entails specialized software and computer power capable of
accommodating the large number of equations.
The Staff has reviewed the resources of metropolitan area computer
service bureaus, other cities and consulting firms and has
located only one source capable of providing the desired level of
on -line time sharing service.

This source has the specialized software oriented toward water
and sewer distribution systems and adequate computer capacity,
and its proximate location will minimize leased line charges to
the remote terminal to be installed in City Hall. It is consid-
ered that the search and evaluations conducted to date have
fulfilled the intent of the competitive bid procedure and that
to advertise for this service would cause unnecessary expense
and delay without offsetting benefit to the City.
Recommendation
It is recommended that competitive bid procedure be waived and
that the City Manager be authorized to negotiate directly for
computer service associated with the municipal water distribution
and sewage collection system.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA WAIVING CALL FOR BIDS AND AWARDING
BID FOR SPECIALIZED COMPUTER BUREAU SERVICE
WHEREAS, The City of Santa Monica has need of computer service
to evaluate the efficiency of the existing municipal water distribution
system and to provide data for future water main replacement; and
WHEREAS, this service only can be accomplished by a vendor
possessing adequate computer capacity and software oriented toward water
systems; and
WHEREAS, evaluation of local computer service bureaus indicate
that only one vendor has the required software and computer power; and
WHEREAS, to advertise for bids would entail unnecessary expense
and delay with no assurance of benefit to the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the computer service required is specialized
and is available from only one local vendor.
SECTION 2. That to advertise for bids would entail unnecessary
expense and delay with no assurance of benefit to the City.
SECTION 3. That the call for bids is waived and the City
Manager is authorized hereby to negotiate directly for the required
computer services.
