This report requests ratification of contracts with the County of
Coos C3 ®5 2,)
Los Angeles, and the Catholic Youth Organization, providing summer
jobs for economically disadvantaged Santa Monica residents aged
14 to 21.
Background
For the third year, Los Angeles County has asked Santa Monica to
coordinate a summer employment program funded under Title III of
the Comprehensive Employment and Training Act of 1973 (CETA.).
Our contract with the County of Los Angeles provides $123,415
to create part -time jobs for approximately 208 young people.
Participants will -earn $2.65 per hour at City, State and non-
profit agency worksites. The worksites have been screened to
ensure that meaningful work and adequate supervision will be
offered.
Subcontractors
The Human Resources Division is planning to operate year -round
youth programs which is consistent with current federal legislation.
The Catholic Youth Organization operates youth programs during the
school year and has operated summer employment programs in the past.

The agency will match applicants with worksites, handle reporting
requirements and provide participants with a program of vocational
exploration and counseling. The Human Resources Division will
monitor their efforts.
The Santa Monica Unified School District, a summer youth employment
program operator in the past years is unable to participate due to
cancellation of summer school and layoff of classified employees.
Costs
The summer employment program is fully funded by CETA. monies.
Recommendation
Staff recommends that council ratify the contracts that provide
summer employment for disadvantaged youth.
