Introduction
This report concerns award of bid for installation of an automatic
sprinkler system in the basement of the City Hall, together with
optional coring and boring, in the total amount of $12,070.00,
including tax. $22,791.00 is budgeted in account number 01 -100-
243- 000 -920 (City Hall Structures and Improvements).
Background
In response to published Notice Inviting Bids to furnish and install
a basement fire sprinkler system in accordance with specifications
supplied, bids were received and publicly opened and read in the
office of the City Manager February 23, 1978. Proposal forms were
mailed to twenty (20) potential contractors and notices were adver-
tised in accordance with city charter and municipal code provisions.
Two (2) proposals were recieved. Scott E. Campbell Company submitted
a bid of $11,120.00, and Grinnell Fire Protection submitted a bid
of $14,414.00. Tax is included. Both bidders indicated completion
thirty (30) days after design approval. The Stewart bid was a net
bid while the Grinnell bid offered a cash discount of 2 per cent if
payment is made in 10 days. Subsequent to the bid opening, Staff
discussed with the Campbell Company the feasibility of accomplishing
additional boring and coring which subsequently will be required for in-
stallation of the separate fire alarm conduit. This alarm system will
notify the Fire Department if the sprinklers are actuated.

The Campbell Company has agreed to do this work for $950.00 at the
same time the sprinkler system is installed.
Recommendation
It is recommended that the award be made to Scott E. Campbell
Company, as the lowest and best bidder, in the total amount of
$12,070.00.
