Introduction
This report concerns recommendation to waive formal bidding pro-
cedure and to authorize the City Manager to award a contract in
the amount of four thousand dollars ($4,000.00) for the 1978 Fourth
of July fireworks display on the Santa Monica Pier. This exact
amount is available in budget account 30- 400 - 532 - 000 -626 (Pier
Special Events).
Background
The Staff solicited proposals from the five (5) known pyrotechnic
companies in the area and received two (2) proposals from Pyro-
Spectaculars Company and (1) proposal from Astro Pyrotechnics for
the half -hour display at a set price limit. It is considered that
the actions taken to date in effect have accomplished the intent of
formal bidding procedure and that to initiate the formal procedure
at this time would entail unnecessary expense and delay without
offsetting benefit.
The three (3) proposals differed with respect to the number and
size of shells to be employed. Staff considers Pyro- Spectaculars
proposal "B ", which offers 365 shells, to be best suited for the
City's needs. Pyro- Spectaculars proposal "A" offers 275 shells
and Astro Pyrotechnics offers 297 shells. Pyro- Spectaculars, under
the name of California Fireworks Display Company, has presented
the previous displays on the pier. Proposal "B" calls for a

virtually continuous display for twenty -five (25) to thirty (30)
minutes.
Recommendation
It is recommended that formal bidding procedure be waived and that
the City Manager be authorized to award contract to Pyro- Spectaculars
in the amount of four thousand dollars ($4,000.00) for the 1978
Fourth of July fireworks display on Santa Monica Pier.

RESOLUTION NO 41990 (CCS)
(CITY COUNCIL— SERIES)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FORMAL BID PROCEDURE
AND AUTHORIZING-. THE CITY MANAGER TO AWARD A
CONTRACT FOR THE 1978 FOURTH OF JULY FIREWORKS
DISPLAY.
WHEREAS, it is the desire of the City Council to
provide a fireworks display on Santa Monica Pier marking the 1978
Fourth of July celebration; and
WHEREAS, the City has canvassed all known suppliers
of this service and has received proposals considered equivalent
to those that might be received through formal bid procedure; and
WHEREAS, to call.for formal bids would entail unnecessary
expense and delay;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City of Santa Monica desires to
provide a 1978 Fourth.of July fireworks display for its residents
SECTION 2. That to formally advertise for bids to
provide this display would be to no avail and would cause unnec-
essary expense and delay.
S =C=N 3. The City Manager is hereby authorized to
award a cone zZ f'=- this service without formal advertising for
bids.
SECTION '. The City Clerk shall certify to the adoption
of this resolution and thenceforth and thereafter the same shall
be in full force and effect.
