RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA, CALIFORNIA,
APPROVING THE ADOPTION OF THE 2013 UPDATED (APPROVED FEBRUARY
2014) GREATER LOS ANGELES COUNTY REGION INTEGRATED REGIONAL
WATER MANAGEMENT PLAN
WHEREAS, the City Council of the City of Santa Monica and agencies in the
Greater Los Angeles County (County) area have long recognized the importance of
regional collaboration and integration of single purpose efforts and now regularly work
across jurisdictional boundaries to implement regional projects and programs that
address multiple water resource management issues including local and imported water
supplies, sanitation and recycled water, stormwater management, groundwater
management, water use efficiency, habitat and open space management, and many
others; and
WHEREAS, the State of California Department of Water Resources (State Water
Department) created the Integrated Regional Water Management (IRWM) Program to
encourage integrated, regional strategies for managing water resources and to provide
funding for both planning and implementation of projects that support management of
water supply, water quality, environmental interests, drought protection, flood protection,
and reduction of dependence on imported water and many other; and
WHEREAS, organizations participating in the IRWM Program join together to
form IRWM Regions; and
WHEREAS, the IRWM Region serving the County area is known as the County
IMATM�OTI FITi s
WHEREAS, the County IRWM engages in regional water resources planning for
the County area; and
WHEREAS, the State Water Department recognizes the County IRWM as an
official IRWM Region; and
WHEREAS, the IRWM Program requires that a Regional Water Management
Group (Regional Group) be formed to establish an IRWM Region; and
WHEREAS, Santa Monica is a member of the Regional Group for the County
IRWM; and
WHEREAS, the State Water Department and State Legislators have established
program guidelines for the IRWM Program through Proposition 84 and Proposition 1E
(2012 Guidelines); and
WHEREAS, the Regional Group for the County IRWM is responsible for the
preparation and adoption an IRWM Plan; and
WHEREAS, the Regional Group for the County IRWM has developed the 2013
Updated (Approved February 2014) County IRWM Plan to address the provisions of the
2012 Guidelines: and

WHEREAS, Santa Monica participated in the development of the 2013 Updated
(Approved February 2014) County IRWM Plan; and
WHEREAS, adopting the 2013 Updated (Approved February 2014) County
IRWM Plan will enable participants in the County IRWM, to apply for future grant
funding under various grant programs including Proposition 84 and Proposition 1E; and
WHEREAS, on June 21, 2011, the Los Angeles County Board of Supervisors
accepted Proposition 84 Planning Grant funds from the State Water Department,
together with funding contributions from members of the Regional Group for the County
IRWM, to fund the development of the 2013 Updated (Approved February 2014) County
WHEREAS, the 2012 Guidelines require the governing bodies of member
agencies of the Regional Groups, the Regional Group representatives of the governing
bodies, as well as proponents of projects included in IRWM grant funding proposals to
adopt an updated IRWM Plan; and
WHEREAS, the State Water Department has awarded to Santa Monica
$1,049,707 in grant funding to implement a regionally significant water resources
management project at Marine Park.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica hereby approves the
2013 Updated County IRWM Plan;

SECTION 2. The City Council of the City of Santa Monica authorizes the City
Manager or his designee in his role as a member agency of the Regional Group of the
County Region IRWM, to vote at the appropriate time to adopt the 2013 Updated
(Approved February 2014) County IRWM Plan.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
