Background
In the 1977 -1978 Budget, the City Council approved expenditure of $10,000 for
a solar engineering analysis for the installation of a solar heating system for
the two swimming pools at Santa Monica City College (Municipal Pool) and
Lincoln Jr. High School in cooperation with the Unified School District.

Request for Proposals (RFP's) were submitted to twenty -five different firms
both locally and throughout the state. On January 16, 1978, the City Clerk
received six proposals which were reviewed by a committee comprised of:
Donald Arnett and Ed Adams, Recreation and Parks; Devon Bates and Paul Kaufman,
Energy Conservation Project; Toivo Marjanen, Engineering, Archie Crosby, School
District Maintenance; and Richard Thompson, Santa Monica City College Facilities
and Planning.
The committee unanimously agreed to recommend that Energy Management Consultants,
Inc. be awarded the contract on the basis of previous experience in solar;
outstanding qualifications; and lowest bid proposed at $6,400 for both pools.
This cost will be shared with the School District, and the total City expenditure
will be $3,200.
Recommendation
It is recommended that the City Council direct the City Manager to execute a
contract with Energy Management Consultants, Inc., to complete a solar
