Recommendation to award bid for buses

Introduction
This report concerns award of bid in the amount of $1,644,825.00
for fifteen (15) advanced design buses, including sales tax and
delivery charges. This purchase shall be contingent upon receipt
of a letter to proceed from Urban Mass Transportation Administration.
UMTA will pay eighty per cent (80 %) of the total price. The re-
maining twenty per (20 %) will be paid with funds made available
through the State Transportation Development Act. The City's con-
tract with UMTA was approved by Council August 10, 1976.
Background
In response to published Notice Inviting Bids to furnish and deliver
fifteen (15) advanced design transit buses, two (2) bids were re-
ceived and publicly opened and read in the office of the City
Manager October 21, 1977. Proposal. packages were mailed to the two
(2) manufacturers known to be capable of producing these vehicles
and notices were advertised in accordance with city charter and
municipal code provisions. These bids are summarized on the attached
sheet. Pending clarification of the handicapped assist requirement,
the proposal form called for buses without handicapped assist, with
one (1) wheel chair location or with two (2) wheel chair locations..
It has now been established that handicapped assistance is required
for UMTA fund eligibility. (o

It should be noted that the purchase price is subject to increase
at time of delivery due to the UMTA- mandated weight incentive
payment provision. A premium of one dollar ($1.00) per pound will
be paid for each pound of coach weight less than the twenty -six
thousand (26,000) pounds.
Recommendation
It is recommended that the award be made to the Flxible Company,
as the lowest and best bidder, in the amount of of $1,644,825.00,
including sales and delivery charges, for fifteen (15) advanced
design buses with one -wheel chair location each. This award shall
be contingent upon receipt of a letter to proceed from Urban Mass
Transportation Administration.
