SR-01-17-1978-6ETO: Mayor and City Council Santa Monica, California, January 17, 1978 FROM: City Staff JAN 2 4 1978 SUBJECT: Construction of a Restroom Replacement at the End of the Municipal Pier Introduction This report recommends that the City Council award a contract for construction of a restroom at the end of the Municipal Pier to Robert L. Reeves Construction Co. in the amount of their low bid of $45,200. Background Bids for the subject project were opened in the City Council Chambers after 3:00 p.m., Monday, January 9, 1978, and read publicly by the City Clerk. Plans and specifications were issued to nine (9) contractors. Three (3) bids were received as follows: Robert L. Reeves Construction Co. . . . $ 45,200 Bevan Construction. . . . . . . . . . . 45,407 Schwartz Development Group. . . . . . . 58,350 City Engineer's Estimate. . . . . . . . 35,000 The City Engineer's estimate was based on the cost of $ 27,800 for the previous Pier restroom which was completed in January, 1977. An inflationary cost was added to the average previous bids, but apparently the accessibility, because of construction over the water, increased the cost drastically, in addition to the high inflationary spiral. JAN 2 4 1978 To: Mayor and City Council -2- January 17, 1978 Funds in the amount of $60,000 are in the 1977 -78 budget in Account No. 46- 400 - 531 - 000 -920. The restroom at the end of the Pier had deteriorated badly. The restroom is directly over the landing for the sports fishing boats and the exhaust fumes from the boat motors penetrated the restroom. The new construction will minimize the gases in the building by designing the building to eliminate eaves and vents on the ocean side of the building. Recommendation It is recommended that the subject contract be awarded to Robert L. Reeves Construction Co., the lowest responsible bidder, in the amount of $45,200.
