funds, and authorizing additional appropriations of $23,500 from
Off- Street Parking Revenue Funds and $27,000 from Gas Tax Funds.

Introduction
This report recommends that Council award a contract to the lowest responsible
bidder for landscaping and construction to facilitate additional parking south
of Pico Blvd. An oral report will be presented at the Council meeting concern-
ing this contract.
Background
On November 14, 1978, the City Council approved a staff recommendation to
make certain changes in Ocean Avenue, south of Pico Blvd. to channelize the
traffic, improve the appearance of the street landscaping, and to provide a
net increase of 25 metered parking spaces.
Twenty years ago, Ocean Avenue East between Pico Blvd. and Bay St. was made
one way southbound. This was done to alleviate the severe congestion that
occurred at the five - legged intersection of Pico Blvd., Ocean Ave., and
Neilson Way prior to signalization. The method used to channelize the traffic
between Pico Blvd. and Bay St. was originally to be of a temporary nature,
and, therefore, only temporary signs and markings were used. Raised, concrete,
landscaped islands were anticipated once the traffic flow patterns were
established.
Bids for this project will be opened on June 25, 1979.
The City Engineer's estimate for this project is $94,100. Funds in the amount

of $80,000 are available for the landscaping and an additional $15,000
is required for the signal modification at Pico Blvd. and Ocean Avenue.
Recommendation
City Staff recommends that an additional $15,000 be appropriated from Gas Tax
Funds for the signal modification and that the contract be awarded to the
lowest responsible bidder as presented by oral report.

Introduction
This report concerns a staff recommendation to install landscaped islands on
Ocean Ave. between Pico Blvd. and Bicknell Ave. This proposed landscaping
will result in an increase of 25 parking metered spaces in this beach vicinity.
Background
Twenty years ago, Ocean Ave. East between Pico Blvd. and Bay St. was made one
way southbound. This was done to alleviate the severe congestion that occurred

islands were anticipated once the traffic flow patterns were established.
Staff has prepared the attached Drawing No. 1413 -C, entitled Proposed Ocean
Ave Parking and Landscaping Plan. This plan provides for a significant increase
in landscaping, but also a net increase of 25 parking meter spaces. Parking
adjacent to the beach area has always been in short supply, and the increase
noted on the proposed plan will prove beneficial in the years to come. The basic
Ave. Presently northbound Ocean Ave. traffic is required by signs and paint
markings to proceed north to Bay St. via Ocean Ave. East. The proposed one way seg-
ment southbound will have no significant impact on established traffic flow patterns.
Parking Meter Rate Increase
Presently the existing parking meters in the subject area have a rate of 10¢
per hour. This rate has been unchanged since 1960. In the ensuing 18 years,
the total costs of maintaining and operating parking spaces in the City has
increased threefold, yet the rate for parking in one of the prime areas has
remained unchanged. Staff proposes that the 10¢ an hour parking meter rate
be increased to 25¢ per hour in the beach area from Pico Blvd., to the southerly
City Limits and from Neilson Way to the ocean. Currently 143 meters are in
operation in this area. On approval of the proposed Ocean Ave. parking and
landscaping plan, an additional 25 meters would be in operation, thus providing
a total of 168 operating parking meters. Staff does not believe this 25¢ per
hour rate in this area to be unreasonable. For comparison, five other beach
communities now charge that rate.

In the Fiscal Year July 1, 1977, through June 30, 1978, the beach area parking
meters had gross revenues of $15,804.77. The distributor who furnishes the
City with parking meters informed staff that whenever parking meter rates are
doubled, an average 80 percent increase in revenue can be projected, and an
increase from 10� to 25¢ per hour should yield an average of 90 to 100 percent
increase in revenue. Utilizing the 90 percent increase factor would mean an
increased revenue of beach area meters of $17,737.97 per year, if the 25$
rate were adopted.
Staff estimates that the cost of the proposed Ocean Ave. parking and land-
scaping plan would approximate $80,000. This figure includes $10,000 for park-
ing meter mechanism modifications to accommodate the new 25� per hour rate.
Therefore, if Council approves staff's recommendation as shown on the attached
drawing and authorizes the increase in the parking meter rate in the area to
25¢ per hour, the increased revenues alone would offset the estimated capital
investment in less than five years; i. e., projected annual increased reve-
nues of $17,737.97 times five years equals $88,689.85, which exceeds the
estimated $80,000 cost of this total project. Therefore, staff recommends
that this proposed project be funded from on- street parking meter revenues,
since the projected gross annual revenue of the beach area meters alone would
be $33,542.74 per year after adoption of the 25¢ per hour rate.
Recommendation
Staff recommends that Council approve:
1. The proposed Ocean Ave. parking and landscaping plan as shown on the
attached Drawing No. 1413 -C.

Recommendation No. 1.
3. Increase the hourly parking meter rate from 10¢ per hour to 25¢ per hour
in the beach parking area (Pico Blvd. to the south City Limits, Neilson
Way to Ocean Ave.- Barnard Way, inclusive) by adopting and introducing
for first. reading the attached ordinance.

Introduction
This report recommends that the City Council award a contract for the subject
project to A.M. Construction, Inc., the lower responsible bidder, in the
amount of $108,615.
Background
Bids for the subject project were opened in the City Council Chambers after
3:00 p.m., Monday, June 25, 1979, and read publicly by the Assistant City
Clerk. Plans and Specifications were issued to eight general contractors.
