JS /lm Attachment Sincerely, Joyce Snider City Clerk Santa Monica, Califorr, , April 17, 1979 TO: Mayor and City Council FROM: City Staff SUBJECT: Roller Skating Day in Santa Monica Introduction APR 2 4 1979 This report concerns a proposal to have a Roller Skating Day in Santa Monica at the 2600 beach parking lot (Bicknell and Strand) on Sunday, June 3, 1979. Background Mr. Don Janklow of Janklow Productions requested the City's permission to promote a disco -dance on roller skates on the beach near the bikeway. It is to be in conjunction with the Outdoor Roller Skating Association of America for UNICEF- - the International Year of the Child. The event is designed to promote roller skating, disco - dancing on roller skates and proper use of skates. According to the proposal all net revenue will be donated to UNICEF. Entry fees will be charged to contestants in the dancing contests. As Council is aware, there has been a tremendous conflict of uses on the Santa Monica bikepath. Skaters, joggers and other pedestrians have used the bike path in violation of its purpose. The Los Angeles County Road Department, responsible for the operation and maintenance of the path, has declared the path to be for bicycles only. This problem is common along the entire bike path. Promotion of roller skating in this area through this event will probably add to the congestion on a busy Sunday (11:00 a.m. to 2:00 p.m.), and substantially APR 2 4 1979 T0: Mayor and City C ncil -2- pril 17, 1979 reduce the amount of money produced by this section of the parking lot. Mr. Janklow has been informed that if this promotion is granted by the Council all costs associated therewith which would be incurred by the City would have to be reimbursed to the City. Alternatives 1. Council may deny the request. 2. Council may approve the request and direct the City Manager to negotiate a contract acceptable to the City Attorney ensuring adequate protection for the City and providing for recovery of all City incurred costs. Recommendation Staff recommends Alternative No. 1 that Council deny the request to have a Roller Skating Day in Santa Monica on Sunday, June 3, 1979. Prepared by: Donald T. Gentlemen: yet Afuturefor every child. This letter acknowledges my acceptance of the proposal for a "Roller Skating Day in Santa Monica" for UNICEF. I applaud the efforts of Don Janklow and the Outdoor Roller Skating Association of America for their efforts to provide an interesting, healthy, and exciting day for children - one that also allows parents to participate in a sport with their children. The International Year of the Child 1979, which has been en- dorsed by federal, state, and local leaders, is an appropriate time for celebration and commitment regarding children; both of which will be involved in this endeavor. The proceeds generated for UNICEF will be used to provide a better life for the children of the world who live beyond the reach of even the basic necessities of life that we take for granted - clean water, adequate food and a basic education - for the poorest of poor. I hope that this plan will meet with your approval.
