representing the UNICEF organization, spoke in support of the Roller
Skating Day. After discussion, Councilmember Scott moved to deny the
request for a Roller Skating Day in Santa Monica. Secon by Councilmember
Bambrick for the purposes of discussion. After discussion, the motion
failed by the following vote:

Introduction

This report concerns a proposal to have a Roller Skating Day in Santa Monica
at the 2600 beach parking lot (Bicknell and Strand) on Sunday, June 3, 1979.
Background
Mr. Don Janklow of Janklow Productions requested the City's permission to promote
a disco -dance on roller skates on the beach near the bikeway. It is to be in
conjunction with the Outdoor Roller Skating Association of America for UNICEF- -
the International Year of the Child.
The event is designed to promote roller skating, disco - dancing on roller skates
and proper use of skates. According to the proposal all net revenue will be
donated to UNICEF. Entry fees will be charged to contestants in the dancing
contests.
As Council is aware, there has been a tremendous conflict of uses on the Santa
Monica bikepath. Skaters, joggers and other pedestrians have used the bike path
in violation of its purpose. The Los Angeles County Road Department, responsible
for the operation and maintenance of the path, has declared the path to be for
bicycles only. This problem is common along the entire bike path.
Promotion of roller skating in this area through this event will probably add
to the congestion on a busy Sunday (11:00 a.m. to 2:00 p.m.), and substantially

reduce the amount of money produced by this section of the parking lot.
Mr. Janklow has been informed that if this promotion is granted by the Council
all costs associated therewith which would be incurred by the City would have to
be reimbursed to the City.
Alternatives
1. Council may deny the request.
2. Council may approve the request and direct the City Manager to negotiate a
contract acceptable to the City Attorney ensuring adequate protection for
the City and providing for recovery of all City incurred costs.
Recommendation
Staff recommends Alternative No. 1 that Council deny the request to have a
Roller Skating Day in Santa Monica on Sunday, June 3, 1979.
