SR-12-13-1977-11GSanta Monica, California, December 9, 1977 TO: Mayor and City Council FROM: City Staff SUBJECT: Ratification of Agreement in Principle on Wages and Benefits by Santa Monica Police Officers Association ( SMPOA) and Costs of Additional Wages and Benefits. Introduction This report outlines the costs of the additional wages and benefits contained in the agreement in principle with SMPOA. Background The SMPOA ratified the agreement in principle at their membership meeting on Wednesday, December 7, 1977, 1. Two -year agreement (July 1, 1977 to June 30, 1979) covering approximately 130 sworn police personnel. 2. Wages A: 3.5% increase effective July 3, 1977. B: 6.25% increase effective the first payroll period in July 1978. 3. Benefits A. Payment of an additional $41.41 per person per month for medical insurance premium or other existing benefits effective July 1, 1977. TO: Mayor and City Council -2- December 9, 1977 B. Payment of an additional $41.41 per person per month for medical insurance premium or other existing benefits effective July 1, 1978. The City would bear no responsibility for dependent coverage and will retain all money saved on medical insurance premiums from a possible change in carrier or self- insurance. 4. Other Items A. Appropriate regulations will be drafted upon Council ratification of a Memorandum of Understanding to provide that film companies filming in Santa Monica use only off duty Santa Monica Police Officers for security officers, B. SMPOA, would, in the future, contribute to the City the amount of time equal to that time spent on SMPOA business, other than meet and confer time�on an hour for hour basis. The additional wages and benefits of the MOU should also be compared to existing wages and benefits to have a complete picture of actual costs to the City including the increased cost effect on existing benefits such as retirement. These costs are included in the attachments. For 1977 -78 the increase in wages and benefits is 4.80% over total costs for 1976 -77. For 1978 -79 the increase is 7.19% over 1977 -78. The City Council does hereby approve, ratify and authorize the City Manager to execute that certain Memorandum of Understanding between the City of Santa Monica and the representatives of the Santa Monica Police Officers Association, for fiscal years 1977 -1978 and 1978 -1979, a copy of which is attached hereto.
