Subject: Award Contractual Services Agreement for Membrane Replacement at the
Santa Monica Urban Runoff Recycling Facility
Recommended Action
Staff recommends that the City Council:
1. Award Bid #4155 for delivery, installation, removal, and commissioning of
membranes at the Santa Monica Urban Runoff Recycling Facility (SMURRF) to
J.R. Filanc Construction Co., Inc., a California -based company, in an amount not
to exceed $282,000 (includes 10% contingency).
2. Authorize the City Manager to negotiate and execute a contractual services
agreement with J.R. Filanc Construction Co., Inc., a California -based company,
in an amount not to exceed $282,000 (includes 10% contingency) for delivery,
installation, removal, and commissioning of membranes at the Santa Monica
Urban Runoff Recycling Facility (SMURRF).
Executive Summary
The SMURRF Membrane Replacement project would replace and install new cassettes,
membranes, and frames (if necessary) for the SMURRF. In April 2014, the City solicited
bids for mechanical construction services associated with the membrane replacement at
the SMURRF. After reviewing the bids received, staff recommends J.R. Filanc
Construction Co., Inc. as the best bidder for the membrane replacement at the
SMURRF for a cost not to exceed $282,000.
Discussion
The primary objective of the SMURRF is to eliminate pollution of Santa Monica Bay
caused by urban runoff during the dry season. The SMURRF treats approximately
180,000 gallons of polluted urban runoff per day. The treated SMURRF water is used
for landscape irrigation and for indoor commercial building use. The membranes used
to filter the urban runoff after ten years are at the end of their useful life and require
replacement. The City expects the new membranes will have a useful life of ten years.

Vendor Selection
In April 2014, the City published Bid #4155 to provide and install new cassettes,
membranes, and frames (if necessary) for the SMURRF as required by the Water
Resources Division in accordance with City specifications. The bid was posted on the
City's on -line bidding site and notices were advertised in the Santa Monica Daily Press
in accordance with City Charter and Municipal Code provisions. There were 514
vendors notified and 28 vendors downloaded the bid. Two bids were received and
publicly opened on May 22, 2014 per Attachment A. The bids were evaluated on price,
experience, and compliance with City specifications. J.R. Filanc has worked on similar
projects with Encina Wastewater Authority and Metropolitan Water District. All reference
agencies reported that work was completed in a timely and cost-efficient manner while
maintaining consistent quality. Based upon these criteria, J.R. Filanc Construction Co.,
Inc. is recommended as the best bidder for the replacement of the cassettes,
membranes, and frames (if necessary) at SMURRF in accordance with City
specifications.
Financial Impacts & Budget Actions
The contractual services agreement to be awarded to J.R. Filanc Construction Co, Inc.,
is for an amount not to exceed $282,000. Funds are available in the FY 2014 -15
budget in division 31661. The contractual services agreement will be charged to
account 31661.566631.
