Subject: Purchase of Plastic Refuse /Recycling Bins for Multi - Vehicle Use
Recommended Action
Staff recommends that the City Council award proposal #41114 to Otto Environmental
Systems North America, Inc., a North Carolina -based company, in an amount not to
exceed $100,000 for FY 2014 -15 for the purchase of 3/4, 1, and 1 1/4 -yard plastic
refuse /recycling bins, with two one -year options to renew at the same terms and
conditions, for a total award amount not to exceed $300,000 over a three -year period,
with future year funding contingent upon Council budget approval.
Executive Summary
In April 2014, the City solicited proposals for the purchase of 3/4, 1, and 1 1/4 -yard
plastic refuse /recycling bins. Staff recommends Otto Environmental Systems North
America, Inc. to provide plastic bins for a total amount not to exceed $300,000 over a
three -year period.
Discussion
The City container replacement program provides for the ongoing replacement of
containers used for the storage of solid waste, organics and recycling material until
collection by the Resource Recovery & Recycling Division. More than 33,800 collection
containers of all sizes are used throughout the City.
There are currently three types of container options available for use within the city: the
68 and 95 gallon carts, typically used by the residential customers; 300 gallon carts
mostly used by the multi - family customers; and the 2, 3, & 4 yard bins used by both the
multi - family and commercial customers. The 300 gallon container, which is
approximately equivalent to the capacity of 1 1/2 yard bin, serves as the transitional
container between a cart and bin. The 300 gallon container however has operational
issues that staff needs to address. These include:

• Lack of Mobility - there are no wheels on the containers making them difficult to
move around for set out and service.
• Bulkiness - the containers are rounder than the standard residential containers,
thus protruding onto the alleyways.
• Lid Accessibility - the container stands at 53" and the lids are very heavy, making
use of the containers difficult for some residents.
The new containers would offer customers the use of a smaller bin option as the waste
stream decreases with the implementation of the Zero Waste Strategic Plan. The
plastic bins include wheels addressing mobility. The containers are rectangular
addressing the space requirements and the lids are lighter making the containers easier
to use. The containers offer additional flexibility, as they can be collected by both the
side loader and front loader vehicles.
Vendor Selection
In April 2014, the City published request for proposals to provide 3/4, 1, and 1 1/4 -yard
refuse /recycling plastic bins as required by Resource Recovery & Recycling in
accordance with City specifications. The proposal was posted on the City's on -line
bidding site, and notices were advertised in the Santa Monica Daily Press in
accordance with City Charter and Municipal Code provisions. There were 421 vendors
notified and 22 vendors downloaded the proposal. One proposal was received April 29,
2014 from Otto Environmental Systems North America per Attachment A. The City's
Purchasing Section conducted additional outreach to vendors who downloaded the
proposal to see why they did not submit a quote; no responses were received.
The proposal was evaluated on price, references, experience, and compliance with City
specifications. Based upon these criteria, Otto Environmental Systems North America,
Inc. is recommended as the best bidder for the purchase of 3/4, 1, and 1 1/4 -yard
refuse /recycling plastic bins in accordance with City specifications. The proposed price
was compared to the price paid on similar products and was found to be comparable to
previous bids.

Financial Impacts & Budget Actions
The purchase order to be awarded to Otto Environmental Systems North America, Inc.
is for an amount not to exceed $100,000 for FY 2014 -15. Funds are included in the FY
2014 -15 Proposed Biennial Capital Improvement Program budget in account
0270227.589000. Budget authority for subsequent years will be requested in each
budget cycle for Council approval. Future funding is contingent upon Council approval.
