Subject: Towing Services for Transit Buses
Recommended Action
Staff recommends that the City Council award Bid #4140 to Tom John Towing, a
California -based company, in an amount not to exceed $92,000 to provide transit bus
and fire apparatus towing services, with two additional one -year renewal options in the
amount of $184,000, for a total not to exceed $276,000 over a three -year period, with
future year funding contingent on Council approval and budget adoption.
Executive Summary
Staff recommends award of Bid #4140 to Tom John Towing, to provide vehicle towing
services for transit coaches and fire apparatus at specified unit prices plus applicable
sales tax. The award of the bid will enable the City to transport transit buses and fire
apparatus that are unable to operate with their propulsion systems. The total
expenditure for the three -year term is $276,000.
Discussion
Transit buses and fire apparatus incorporate heavy duty components and sensitive
equipment. When components such as engines, transmissions, differentials and fuel
systems fail, the vehicles' propulsion system is unable to provide power to safely
operate the vehicle. In the current fiscal year, 148 buses were either towed back to the
bus yard or towed to offsite vendor facilities for repairs. When this occurs, a tow service
is used to safely and carefully transport the vehicle.
Vendor Selection
In April 2014, the City published Notices Inviting Bids to provide bus towing services as
required by the Big Blue Bus in accordance with City specifications. The bid was posted
on the City's on -line bidding site, and notices were advertised in the Santa Monica Daily

Press in accordance with City Charter and Municipal Code provisions. There were 375
vendors notified and 8 vendors downloaded the bid. One bid and two no -bids were
received and publicly opened on May 12, 2014 per Attachment A. The bid received was
from the incumbent vendor and included a 10% reduction in pricing. The bid was
evaluated on price, experience, performance, proximity to the City, and compliance with
City specifications including appropriate vendor transport permits. Based upon these
criteria, Tom John Towing is recommended as the best bidder for bus and fire
apparatus towing services in accordance with City specifications.
Financial Impacts & Budget Actions
The purchase order to be awarded to Tom John Towing is for an amount not to exceed
$276,000. Funds in the amount of $92,000 are available in the FY 2014 -15 proposed
budget in division 41651. The purchase order will be charged to account 41651.555011.
