SR-06-10-2014-3OCity Council Meeting: June 10, 2014 Agenda Item: ,3,0 To: Mayor and City Council From: Scott Ferguson, Fire Chief Lieutenant Robert Almada, Emergency Services Manager Subject: Acceptance of 2013 State Homeland Security Grant Program Recommended Action Staff recommends that the City Council: 1) Authorize the City Manager to accept a grant award in the amount of $400,000 from the 2013 State Homeland Security Grant Program Funds ( SHSGP) to purchase equipment that supports regional homeland security goals. 2) Authorize the budget changes outlined in the Financial Impact and Budget Actions section of this report. Executive Summary The SHSGP program provides no -match grant funding for costs associated with updating and implementing the State's Homeland Security Strategy, and enhancing the capability of local agencies to prevent and respond to threats and /or incidents of terrorism. In 2014, $400,000 was awarded to the City of Santa Monica Fire Department and the Office of Emergency Management as a part of the U.S. Department of Homeland Security, Federal Emergency Management Agency's SHSGP grant. Funds were requested to purchase equipment that supports regional homeland security goals, specifically interoperability equipment to strengthen communication capabilities and to purchase portable lighting systems to be utilized in response to incidents. Discussion As a result of the terrorist attacks of September 11, 2001, the U.S. Department of Homeland Security, through the Office for Domestic Preparedness, has provided financial assistance to state and local governments through no -match grant programs. The SHSGP program focuses on enhancing regional preparedness in major metropolitan areas. The SHSGP program directly supports the national priority of expanding regional collaboration within the national preparedness guidelines and is intended to assist participating jurisdictions in developing integrated regional systems for prevention, protection, response, and recovery from natural or man -made disasters. The grants are 100% federally funded from the Department of Homeland Security to the State of California. The County of Los Angeles administers the SHSGP grant program. The City of Santa Monica has directly received over $4.0 million of Department of Homeland Security no -match grant funds since 2001. These funds have purchased equipment, supplies, and, training in direct support of overall regional goals to promote effective information gathering, sharing, and response to threats and /or acts of terrorism. The Fire Department would use $200,000 of the $400,000 SHSGP 2013 grant to purchase interoperability equipment, such as microwave connectivity equipment to improve Fire Department communications reliability and improve connections between the communications center and the transmitter site. This equipment purchase also would strengthen communication capabilities throughout the region. The Office of Emergency Management would use the remaining $200,000 to fund portable emergency solar area lighting systems to be utilized by the four Area A jurisdictions (West Hollywood, Culver City, Beverly Hills, and Santa Monica) in response to incidents. 7 Financial Impacts & Budget Actions Award of $400,000 grant from the U.S. Department of Homeland Security, Federal Emergency Management Agency, requires the following FY 2013 -14 budget changes to reflect receipt of the 2013 State Homeland Security Grant Program Funds.
