SR-06-10-2014-3LCity of Monica` Santa M City Council Meeting: June 10, 2014 Agenda Item: 2—L To: Mayor and City Council From: David Martin, Planning and Community Development Director Subject: First Modification of Professional Services Agreement with Management Partners Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a first modification to Professional Services Agreement No. 9853 (CCS) in the amount of $50,000 with Management Partners, a California -based company, to provide interim management assistance until a permanent Assistant Director of Planning & Community Development (PCD) is hired. This would result in a nine -month amended agreement with a new total not to exceed $148,600, with future year funding contingent on Council approval and budget adoption. Executive Summary Management Partners has been providing interim management assistance to PCD since January 2014. Staff recommends modifying this agreement to extend the term of service and include additional compensation in an amount not to exceed $50,000, bringing the total amount of compensation awarded to Management Partners to $148,600. This modification would allow for Management Partners' consulting services to continue until the City is able to hire a permanent Assistant Director of PCD. Background On January 14 2014 Council authorized a Professional Services Agreement with Management Partners to provide a consultant to serve as an interim Assistant Director in PCD. Staff anticipates that the permanent position will be filled by September 30, 2014. In the meantime, staff recommends continuing to fill the position on a part -time basis with an experienced planning professional who can provide interim management E services and assist the Department in advancing its many efforts, including development agreements and revisions to the zoning code. There are a number of national and local consulting firms who routinely provide public - sector organizations with interim management, organizational analysis, and process and operational improvement assistance. Currently, Management Partners is providing a consultant to serve as an interim Assistant Director of Planning & Community Development at a cost not to exceed $98,600. Since the search has taken longer than originally anticipated, a modification to the agreement is needed to ensure continuity until the position is filled permanently. The modification would extend the term of service to September 30, 2014 at an additional cost not to exceed $50,000. Financial Impacts and Budget Actions The agreement modification to be awarded to Management Partners is $50,000, for an amended agreement amount not to exceed $148,600. Funds are available in the FY 2013 -14 budget in division 01265; the agreement will be charged to account 01265.555060.
