SUBJFCTI Recommendation to authorize purchase of automobiles,
light trucks and utility bodies,
Introduction
This report concerns authorization to purchase one (1) compact /
midsize sedan for the Transportation Department, and one (1) each
subcompact station wagon, light truck with utility body and three -
quarter ton truck with utility body for the Water Departmemt.
Background
The Notice Inviting Bids for these vehicles was published November 21,
1978, in accordance with City Charter and Municipal Code provisions.
Proposal packages were mailed to thirty -three (33) dealers calling for
a bid opening date on January 16, 1979. This opening was set to
coincide with the announced date when the State of California cooperative
purchasing prices were to be available.
Only one (1) bid was received that was complete with required bid bond
and affidavit of non - collusion but this proposal offered prices only
on the sedan and subcompact station wagon and took exceptions to
specifications.
That State contract bulletin finally was received March 13, 1979, and
unlike bulletins received in previous years, was limited in available
options and deletion credits.
Granting this authority to purchase will provide the City Manager the
flexibilty to acquire the vehicles and bodies at the lowest cost to the
City whether by negotiating directly with dealers for vehicles in stock,
issuing a new Invitation for bids or ordering through the State contract.
This process is felt to be the best way to insure the most advantageous
acquisition results for the City under the circumstances.

Recommendation
It is recommended the attached Resolution be adopted authorizing the
City Manager to purchase these vehicles and bodies either by direct
negotiation, further formal bidding procedure or by cooperative
State purchase, whichever is in the best interest of the City.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AUTHORIZING THE CITY
MANAGER TO PURCHASE AUTOMOBILES, TRUCKS AND
UTILITY BODIES.
WHEREAS, certain automobiles, trucks and utility bodies
for use by the Transportation and Water Departments are approved for
purchase; and
WHEREAS, a previous call for bids failed to produce a
responsive bid complete as to individual specifications or as to all
items; and
WHEREAS, flexibility in method of purchase will promote the
best interest of the City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1: That the City Council finds the initial Invitation
to Bid failed to produce a responsive bid complete to individual
specifications or as to all items.
SECTION 2: That flexibility in method of purchase will promote
the best interest of the City.
SECTION 3: That the City Manager is authorized to purchase
this automotive equipment.
