SR-04-10-1979-6ISant- Monica, California March 28, 1979 T0: Mayor and City Council FROM: City Staff APR 1 0 1979 SUBJECT: Recommendation to waive formal bid procedure and to authorize direct negotiation for communications center equipment. Introduction' This report concerns waiver of formal bid procedure and authorization to negotiate directly for nine (9) operators' chairs for the new City communications center. The purchase, estimated to be in the area, of $2,500.00, including tax, has been budgeted in account number 01 -300- 301- 000 -950, Police Department Capital Improvement. Background In consideration of the anticipated severe use of these chairs it was considered in the City's interest to select a model approved as to durability and operator comfort by the Federal Aviation Administration for control tower service. Upon receipt of informal bids it was ascertained that the total purchase would exceed the current $2,000.00 informal bid limit. Each of the responding bidders indicated delivery of 70 or more days for acceptable types. The time required for the formal bid cycle and the anticipated time between award and receipt of material will extend beyond the scheduled date for initiation of communication center operations. It is considered that solicitation of bids from fifteen (15) vendors has satisfied the intent of the competitive bid process and that to issue a formal call for bids would entail expense and delay with no assurance of benefit. Recommendation It is recommended the attached Resolution be adopted waiving the formal bid procedure and authorizing the City Manager to negotiate directly for communications center equipment. Aronoff, Purchasing Agent APR 1 0 1979 RESOLUTION NO. 5280 -� (City Council Series A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA WAIVING FORMAL BID PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION FOR COMMUNICATIONS CENTER EQUIPMENT WHEREAS, the need exists for operators' chairs for the police communications facility; and WHEREAS, the City has solicited informally bids from all known potential vendors; and WHEREAS, to issue a formal Invitation to Bid for these chairs would entail both expense with no assurance of benefit and unacceptable delay NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the need exists for operators' chairs for the police communications facility. SECTION 2. That the informal bid solicitation has satisfied the intent of competitive bid procedure. SECTION 3. That to issue a formal call for bids would entail expense and delay with no assurance of benefit. SECTION 4. That formal bid procedure is waived and that the City Manager is authorized to negotiate directly for this equipment.
