SR-06-26-1979-11GJUy 2 " s 1979 Santa Monica, California June 13, 1979 TO: Mayor and City Council FROM: City Staff SUBJECT: Construction and Modification to The Heritage Square Museum and Landscaping Introduction This report recommends award of contract for certain rehabilitation work for the Heritage Square Museum. An oral report will be presented to City Council concerning the low bidder. Background. The City Council approved $100,000 of Community Development Block Grant funds to be spent on a fifty -fifty matching basis for the improvements to the Heritage Square Museum. During the past nine months, work in excess of $100,000 value has been completed through private funding. The work which has been completed includes: 1. The house - moving and foundation work. 2. The construction of fire exits, porches, and structural improvements to provide for public building floor loading, rough plumbing and electrical work, and an elevator. 3. New roof, exterior prime coat painting, and a fire sprinkler system. The work proposed to be done with Community Development Block Grant funds includes: 1. Landscaping. 2. Sprinkler irrigation system. 3. Entrance sidewalks. // 4. Metal roof gutters and down spouts. JUN 2 6 1979 To: Mayor and City Council -2- June 13, 1979 5. Two coats of exterior paint and /or stain. 6. Dry wall. 7. Exterior masonry veneer and other work. Bids for this project will be opened on June 25, 1979. City Engineer's Estimate . . . . . . . . . . . . $ 96,000 Funds in the amount of $98,000 are available from account No. 19- 500 - 451 - 512 -920 for this portion of the work. Recommendation It is recommended that the contract be awarded to the lowest responsible bidder, as presented by oral report. Supplemental Report on the Construction and Modification to The Heritage Square Museum and Landscaping. Award of Contract. Introduction This report recommends that the City Council award a contract to Joseph Wm. Eubanks for certain rehabilitation work for the Heritage Square Museum in the amount of $143,501, with restrictions to limit the actual expenditures to $95,000. Background Bids for constructing modifications to the Heritage Square Museum were opened in the City Council Chambers after 3:00 p.m., Monday, June 25, 1979, and were read publicly by the Assistant City Clerk. Plans and specifications were issued to seven contractors. Two bids were received as follows: Joseph Wm. Eubanks $ 143,501 E. B. Kilstofte ...................... 129,588* City Engineer's Estimate 96,000 * E. B. Kilstofte chose to "no bid" three of the fourteen bid items totalling $49,456 included in Eubank's bid. The effective low bidder is, therefore, Joseph Wm. Eubanks. Community Development Block Grant Funds in the amount of $98,000 are available for this project. Therefore, it is proposed to limit the scope of the work to the following: To: Mayor and City Council -2- June 25, 1979 1. Landscaping, including entrance walkways. 2. Sprinkler irrigation system. 3. Exterior masonry chimney veneer. 4. Metal roof gutters and downspouts. 5. Exterior painting. 6. Wood fencing. 7. Electronic security system. 8. Finish plumbing and electrical including lighting fixtures. 9. Ceramic tile plus certain other work. Comparable bids for these work items are as follows: Joseph Wm. Eubanks ................... $ 92,232 E. B. Kilstofte ..................... 127,927 Work remaining on this project includes interior drywall, insulation, finish carpentry and millwork, forced air heating, interior painting, leaded glass windows, and miscellaneous. Recommendation It is recommended that the subject contract be awarded to Joseph Wm. Eubanks in the amount of $92,232, and be supplemented with Change Orders to the funds available to allow for normal contingencies during construction, but not to exceed $95,000.
