SUBJECT: Award of Contract for the Construction of Clover Park
Introduction
This report recommends that the City Council award a contract to Valley Crest
Landscape, in the amount of $899,589, and to approve funding for the construction
of Clover Park.
Background
The Council, on March 27, 1979, approved plans and authorized the staff to advertise
for bids for the construction of Clover Park. The contract for the park as previously
approved by the Recreation and Parks Commission, City Council, and State Department
of Parks and Recreation, will include the following facilities: parking lot for
100 cars, "Par" exercise course, restrooms and attendant's office building,
Class A baseball field (no lighting), two tennis courts with lighting, picnic
area, tots play area, volleyball court, and outdoor stage. The existing fire
station will remain as is under this contract. Lighting for the baseball field
and street improvements were not included in the plans, but have been conceptually
approved by the Recreation and Parks Commission. Funding for these appurtenances
is available and approval is herein requested.
Plans and specifications were issued to fifteen general contractors. Six bids
were received as follows:

The staff has met with the two lowest bidders and has checked with other
agencies regarding the performance of each. Each contractor is exceptionally
well qualified.
Recommendation
It is recommended that the subject contract be awarded to Valley Crest
Landscape, the lowest bidder, in the amount of $899,589, contingent on the
approval of the contractor by HUD and the various State boards. It is also
recommended that the Council authorize total fund expenditures not to exceed
$1,333,459.
