SUBJECT: Recommendation to ratify purchase of computer data
storage unit.
Introduction
This report concerns ratification of the purchase order for one (1)
disc drive data storage unit in the total amount of $18,500.00,
including tax. This purchase will be charged to account number
01- 200 - 265- 000 -950 (Rent Control Administration).
Background
The need for this equipment is an outgrowth of the additional
responsibilities placed on the Date Processing Department in support
of the Interim Rent Control program.
The existing storage equipment currently is operating at eighty to
ninety per cent (80% - 90 %) of capacity and the remaining capability
soon will be used for other major projects soon to be implemented.
The rent control unit will be used to store both information on the
39,000 rental units in the City as well as the data obtained from the
County Assessor's office.
Hewlett- Packard Company is the only known supplier of an appropriate
disc drive storage unit compatible with the City's computer system.
The purchase order to Hewlett - Packard was issued early in June to
insure delivery by July lst. To have solicited competitive bids
would have entailed additional expense and unacceptable delay with
no assurance of benefit.

In the event the permanent Rent Control Board elects to utilize
another source for date processing, this unit will be used for other
planned City programs.
Recommendation
It is recommended that the attached Resolution be adoplted ratifying
the purchase of this storage unit.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA RATIFYING THE
PURCHASE OF A COMPUTER DISC DRIVE UNIT
WHEREAS, the Data Processing department has been given the
responsibility to support the Rent Control Program; and
WHEREAS, the existing data storage equipment lacks the
capacity needed to accomplish this task; and
WHEREAS, only one supplier is known to manufacture a disc
drive storage unit compatible with the City computer; and
WHEREAS, to solicite competitive bids would have entailed
additional expense and unacceptable delay with no assurance of bene-
fit; and
WHEREAS, the action taken was in the City's best interest.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the purchase of one (1) disc drive data
storage unit is ratified.

SUBJECT: Purchase of Data Processing Hardware.
I am assuming the Rental Control Board will utilize the City's
Data Processing capabilities to perform their necessary Data
Processing functions. To accommodate the additional data storage,
it is necessary to purchase an additional disc drive compatible
with our existing processing unit. In order to assure delivery
of the hardware on or about July 1, the order must be placed
with the sole source supplier this week. It is my intent to place
the order immediately and ask Council's ratification of that order
at the June 26th Council meeting. It is estimated that the purchase
price of the hardware will be approximately $18,500.
The funds for the purchase would be encumbered from the amount
previously appropriated by the Council for the formation and
conduct of the Interim Rent Control Board.
Should the Permanent Rent Control Board choose the Data Processing
services from another source, we could well utilize the additional
hardware for new word processing, Police Department, and other
areas.
Please notify me as soon as possible if you have objections to
or questions about this matter.
