SUBJECT: Award of Contract for Sewer Replacement in Delaware P1. and
Virginia Place between Stewart Street and Warwick Avenue
Introduction
This report recommends that the City Council award a contract to Beecher
Construction in the amount of $127,767.50 for the replacement of concrete
sewer lines in Delaware Place and Virginia Place between Stewart St. and
Warwick Ave.
Background
The subject sewers were constructed in the 1920's when many sewerlines were
being constructed with concrete pipe. Sewer gases have disintegrated the
upper portion of the pipe, leaving only a thin crust. This deterioration
became evident while repairing broken sections of adjacent sewer lines.
Bids for this project were opened in the City Council Chambers after 3:00 p.m.,
Monday, June 11, 1979, and read publicly by the City Clerk.
Plans and specifications were issued to 25 general contractors. Seventeen
bids were received and ranged from $127,767.50 to $288,250. Of the bids
received, the lowest three are as follows:
Beecher Construction ............... $ 127,767.50
Clarke Contracting ................. $ 167,550.00
Ivan Baclan Construction Co. ....... $ 171,680.00
City Engineer's Estimate ........... $ 209,700.00

Funds in the amount of $238,500 are available from account No. 64- 500 - 431 - 000 -920
to finance this project.
Recommendation
It is recommended that the subject contract be awarded to Beecher Construction,
the lowest bidder, in the amount of $127,767.50.
