authorize direct negotiation for specialized transit bus
cleaning equipment.
Introduction
This report concerns waiving competitive bid procedure and authorizing the
City Manager to negotiate for and to execute the purchase of specialized
transit bus cleaning equipment. It is estimated that the total purchase
will be in the area of thirty thousand dollars ($30,000.00). Funds are
available in budget account number 97- 600 - 651 - 000 -241 (Transportation
Department Shop and Garage Equipment).
Background
The equipment under consideration is required to modify the existing bus
washing apparatus to accomodate the forty -seven (47) new Flxible busses to
be delivered before the end of this year. Washtronics, Ltd., the manufacturer
of the present system, is the only known supplier of the material required to
effect the modification.
Alternatives
1. To issue a formal call for bids in accordance with existing City
Charter and Municipal Code provisions. This would entail delay and
expense which, in the absence of known competition, would result in no
tangible benefit to the City.
2. To waive competitive bid procedure and to authorize the City Manager to
negotiate directly and to execute the purchase of this equipment. This
will eliminate delay and expense and will expedite installation of
these items.
Recommendation
It is recommended that competitive bid procedure be waived and that the City
Manager be authorized to negotiate for and to execute the purchase of
specialized transit bud cleaning equipment by adoption of the attached
resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA WAIVING COMPETITIVE
BID PROCEDURE AND AUTHORIZING DIRECT
NEGOTIATION AND PURCHASE OF SPECIALIZED
TRANSIT BUS CLEANING EQUIPMENT.
WHEREAS, the scheduled delivery of forty -seven (47) transit
busses has created the need to modify the existing bus washing equipment
to accomodate the new vehicles; and
WHEREAS, only one (1) manufacturer is known to supply the
material required to effect this modification; and
WHEREAS, a call for bids would entail expense and delay with no
assurance of benefit to the City.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the need exists to
modify the existing bus cleaning equipment.
SECTION 2. That, in the absence of competitiion, a call for
bids would entail unnecessary expense and delay with no assurance of
benef it.
SECTION 3. That competitive bid procedure for furnishing and
installing this equipment is waived.
SECTION 4. That the City Manager is authorized to negotiate
for and effect the purchase of this specialized equipment.
