SUBJECT: Repair of Memorial Park Gymnasium Doors

This report concerns the recommendation to waive formal bid procedures and
to authorize the City Manager to negotiate and execute a contract for the
repair of the Memorial Park Gymnasium doors.
Background
On September 1, 1978, a stolen vehicle was driven into the gymnasium doors
causing considerable damage to the metal doors, framing and structural beams.
A temporary wooden enclosure was immediately installed by a City carpenter. The
enclosure remains in place.
Since the time of the accident staff has solicited bids to repair the damage. Due
to the specialized structural nature of the work only one qualified contractor has
been found. It is estimated that the total cost of repairs will be $7,000 thus
exceeding the informal bid limit. Further, the apparent scarcity of qualified
contractors indicated that formal bidding, in this instance, would entail additional
expense and delay with no assurance of tangible benefit to the City.
Funds are available in the City Comprehensive Self- Insurance Fund. Staff has checked
Police Department records and indicate that no suspects were apprehended. According
to the City Attorney's office, the vehicle owner cannot be held responsible.
Recommendation
It is recommended that bid procedures be waived, the City Manager be authorized
to negotiate and execute a contract for repair of the gymnasium doors, and the
attached resolution be adopted. 0

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA WAIVING COMPETITIVE BIDDING AND
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A CONTRACT FOR THE REPAIR OF MEMORIAL
PARK GYMNASIUM DOORS.
WHEREAS, the City has sought qualified contractors over an extended
period; and,
WHEREAS, only one qualified contractor has been found; and,
WHEREAS, formal bid procedure would entail additional expense and
delay with no assurance of tangible benefit to the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that formal bid procedure
in this instance would entail additional expense and delay with no assurance
of tangible benefit to the City.
SECTION 2. The City Manager is authorized to negotiate and execute
a contract for the repair of the Memorial Park gymnasium doors.
