SUBJECT: Recommendation to ratify purchase order for reinstallation of
City Hall air conditioning equipment.
Introduction
This report concerns ratification of the purchase order issued for re-
installation of air conditioning ducting and associated equipment located
on the City Hall roof. This material was dismantled and relocated
temporarily to allow access for the now completed roofing project.
Background
Response to the initial informal call for bids to accomplish this re-
installation indicated that the cost would be in excess of the Five
Thousand Dollar ($5,000.00) ceiling imposed by Charter Section 608.
Accordingly, a formal invitation to bid, number 1468, was issued. Proposal
packages were mailed to twenty (20) air conditioning and sheet metal
contractors and notices were published in accordance with City Charter and
Municipal Code provisions. Although several contractors inspected the
work site and evinced interest, no bids were received at the scheduled
opening June 12, 1979. It was apparent from the lack of response that
to issue a second formal call for.bids would entail additional expense
and delay with no assuarance of benefit. The lowest responsible bidder
Broadway Sheet Metal and Air Conditioning, on the initial informal call
agreed to honor the original bid of $5,295.00 and was directed to proceed.
Recommendation
It is recommended that the attached Resolution be adopted ratifying the
purchase order for reinstallation of the air conditioning equipment on
the City Hall roof.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA RATIFYING THE PURCHASE
ORDER FOR REINSTALLATION OF CITY HALL AIR
CONDITIONING EQUIPMENT
WHEREAS, the need existed to install air conditioning equipment
dam- s placed to accomplish the City Hall roofing project; and
WHEREAS, the initial informal call for bids for this reinstalla-
t i o n resulted in proposal amounts in excess of the informal bid limit
in- ? osed by City Charter Section 608; and
WHEREAS, no response was received to a subsequent formal Invita-
ti Sri to Bid; and
WHEREAS, a secondary formal Invitation to Bid would have entailec
ad i tional expense and delay with no assurance of benefit; and
WHEREAS, issuance of a purchase order to the lowest responsible
inf � anal bidder was in the City's interest.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOE f� RESOLVE AS FOLLOWS:
SECTION 1. That the procedure employed accomplished the intent
of t= he Charter and Municipal Code provisions for purchasing through
comp e titive bidding.
SECTION 2. That the action taken was in the City's interest.
SECTION 3. That the purchase order calling for reinstallation
of a r conditioning equipment on the City Hall roof is ratified.
