SUBJECT: Installation of a Traffic Signal System at the
Intersection of Neilson Way and Ashland Avenue
(Vacated) - Award of Contract
Introduction
The report recommends that the City Council award a contract for the
installation of a traffic signal system at the intersection of Neilson Way
and Ashland Avenue (Vacated) to S. & W. Electrical Contractors in the
amount of $14,603.
Background
This signal system is to be installed on the pedestrian way from the parking
lots along Neilson Way to the beach. Part of the Coastal Commission's
requirements for the construction in the Redevelopment area was to retain a
pedestrian access through the Redevelopment area to the beach. This signal
installation is at the pedestrian crosswalk leading from the parking lots
easterly of Neilson Way to the park and pedestrian walk through the Redevelop-
ment area to Barnard Way and the beach.
Bid proposals for this project were opened in the City Council Chambers
after 3:00 p.m., Monday, May 14, 1979, and read publicly by the Assistant
City Clerk.
Plans and specifications were issued to seven contractors.

Recommendation
It is recommended that the subject contract be awarded to S. & W. Electrical
Contractors, the lowest bidder in the amount of $14,603, and transfer
$16,600 from Gas Tax Funds.

Agenda Item 11 -A: Presented at this time was recommendation for award of''
a contract for installation of a traffic signal system at the inter-
section of Nielson Way and Ashland Avenue. Following discussion, Council-
member Swink moved to award Contract No. 3228(CCS) to S.& W. Electrical
Contractors in the amount of $14,603.00, plus additional contingency and
inspection funds for an estimated total amount of $16,600.00, and to
request staff to review and report to the Council as to whether Re-
development Agency or Gas Tax Funds are to be used. Second by Council -
member Scott.
Council Vote: Unanimously Approved 6 -0
Absent: Mayor van den Steenhoven
