Background
In response to published Notice Inviting Bids for pumping equipment and
installations at two (2) well sites, bids were received and publicly
opened and read April 24, 1979. Proposal packages were mailed to twenty -
six (26) prospective bidders and notices were advertised in accordance
with City Charter and Municipal Code provisions. Two (2) bids were
received as listed on the attached Summary of Bids.
The proposal form was structured to allow the City the option of selecting
either two (2) installations at Salt Water Well Site No. 1 (Item 2) or one
(1) installation and one (1) lot of material not installed (Items 1 and 3).
The Staff considers it to be in the City's interest to purchase the pump
materials but to defer the installation. Accordingly, Item 2 is not
recommended.
Item 1 is required for replacement of a salt water pump worn beyond
economical repair. Item 3 is desired as a spare assembly so that Well

down time can be minimized when repairs are required. The corrosive
effects of salt water sharply reduces the useful life of these pumps when
compared to fresh water equipment. Item 4 is desired to increase the
pumping capacity at the Charnock plant.
Recommendation
It is recommended that all bids for Item 2 be rejected and that the award
be made to McCalla Brothers for Items 1, 3 and 4, in the total amount of
$17,745.00, including tax, as the lowest and best bidder.
