SUBJECT: Purchase of Replacement Mower
Introduction

This report recommends the use of informal bidding to expedite the
purchase of a 3 -reel mower and that $8,400 be transferred from the Park
Division Capital Improvement Account 46- 800 - 511 -018 -920 to cover the
purchase price.
Background
Park Division presently uses two 3 -reel mowers and one 5 -reel mower to
provide weekly mowing service for 52.24 acres of turf at 21 sites city
wide. One of the 3 -reel mowers, which is being requested for replacement
in 1979 -80 is now inoperable due to a broken frame, and in need of major
repairs estimated at a minimum of $1,250.
Historically, this particular type of mower is efficient to operate and
repair for about four years. Beyond that time repairs are temporary and
continuous with resulting down time.
Now entering the peak growing season, it is essential that three pieces
of mowing equipment be operable to maintain the present weekly mowing
schedule. Less than weekly mowing encourages a thatch buildup that is even
more difficult to mow and expensive to remove. The requested mower is
hydraulically- driven, has fewer moving parts and more power. These features
will result in fewer repairs, less downtime and more productivity.

It is recommended that the City Council approve the attached resolution
authorizing the use of informal bid procedures for the purchase of a 3 -reel
mower and authorize the transfer of $8,400 from the Park Division Capital
Improvement Account to the Park Division Capital Equipment Account No.
15- 400 -511- 000 -950.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA AUTHORIZING
INFORMAL BID PROCEDURE FOR THE PURCHASE
OF ONE 3 -REEL MOWER.
WHEREAS, The purchase of one 3 -reel mower has been approved by
Council; and,
WHEREAS, formal bid procedure would entail additional expense
and delay with no assurance of tangible benefit to the City; and,
WHEREAS, informal bid procedure in this instance would satisfy
the intent of the formal bid requirements prescribed by this City Charter
and Municipal Code,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that formal bid procedure
in this instance would entail additional expense and delay with no assurance
of tangible benefit to the City.
SECTION 2. That purchase of one 3 -reel mower is authorized
through informal bid procedure.
