Introduction
This report concerns award of a five (5) year lease of City property
to be used as a parking lot at the rate of $242.00 per month. This
rate is subject to yearly adjustments based on the percentage of
increase in the Consumer Price Index. This property has been rented
on a month -to -month basis since June, 1974, at a rate of $60.00 per
month. This property was aquired from the State as excess after
completion of the Santa Monica Freeway. A Plat is attached.
Background
In response to published Notice Inviting Bids for lease of this property
for use as a parking lot only, bids were received and publicly opened
and read April 10, 1979. Proposal packages were mailed to twenty -seven
(27) prospective bidders and Notices were advertised in accordance with
City Charter and Municipal Code provisions. Three (3) bids were received.
The highest sealed bid received was for $193.00 per month. Pursuant to
the bid provisions, a follow -on auction was conducted. The highest bid
received at auction for this property was $242.00 per month from
Mr. Benjamin Meresman.
Recommendation
It is recommended that the lease be awarded to Mr. Benjamin Meresman, as
the highest and best bidder, in the amount of $242.00 per month and that
the City Manager be authorized to execute this lease agreement on behalf
of the City.
