SR-05-08-1979-6JTO: FROM Santa Monica, C< Mayor and City Council City Staff SUBJECT: CETA Summer Youth Employment Program Introduction fornia, April 26, 1979 MAY a 1979 This report requests authorization for the City Manager to execute a $153,000 contract with the County of Los Angeles that will pro- vide summer jobs for economically disadvantaged Santa Monica resi- dents aged 14 to 21. Background Each summer since 1975, Santa Monica has coordinated a summer employ- ment program for disadvantaged youth funded by Los Angeles County under the Comprehensive Employment and Training Act. This year, the County will provide $153,000 with which we can offer jobs to a miminum of 250 young people. Participants earn the minimum wage, $2.90 per hour, and each works a total of 200 hours. Worksites at public and nonprofit agencies have been carefully screened to en- sure that participants experience meaningful work and close super- vision. In addition to the: work experience, staff has planned a program of informal exchanges with private sector employers. Through these sessions, participants will be introduced to the wide variety of private sector careers available in Santa Monica, the type of train- ing and experience local employers seek, and the advantages of career planning. The Santa Monica CETA Summer Youth programs have been recognized by the County for the quality of the experience offered. This precludes the type of unstructured "pay for play" problems in CETA youth programs that have been criticized recently by the General Accounting Office and national media. Costs The Summer Youth Employment Program is fully funded by CETA monies. Recommendation Staff recommends that Council authorize the City Manager to execute the contract that will provide summer employment for disadvantaged youth.
