SUBJECT: Request for the assignment of the lease of Mr.
Joseph Morris, dba Fish 'N Chips, to Admiral
Ben Bow, Inc. and the lease of Mr. Robert Morris,
dba Seaview Seafood, to Mr. and Mrs. Yong Kim.
Introduction
This report concerns a request for the assignment
of the lease for the Santa Monica Pier restaurant known as
"Fish 'N Chips ", and for the assignment of the lease for
the Santa Monica Pier fish market known as "Seaview Seafood ",
discusses the background and plans of the new assignees,
and recommends approval of the assignments by the City
Council.
Background
On December 12, 1978, the City Council approved the
assignment of the lease for the Fish 'N Chips restaurant and
the fish market known as "Seaview Seafood" to Joseph and
Robert Morris. The Morrises subsequently concluded that
seasonal operation was not suitable for the larger size
operation they had envisioned for the two properties. An
apparent loss of $60,000 was reported by the current lessee.
The advantages of an owner - operated restaurant and fish
market for the Pier became evident over the winter months
when paid help could not be sustained by the low level of
of activity. An owner - operator has the flexibility of adding
help as needed and cutting back as required. These Pier

facilities were not profitable within the overall operation.
Mr. Morris, therefore, has opened escrow with Robert
and Alexandra Sutherland, John Sneddon, and Sandra Reigner to
assign the lease to them subject to approval by Council. They
plan on extensive remodeling to create the atmosphere of an
old English pub.
Both the Landmarks Commission and the Architectural
Review Board have given the project their approval in concept
but have reserved final approval pending review of final
working drawings of the remodeling.
Concurrently Mr. Robert Morris has opened escrow
with Mr. Yong Kim and his wife to assign the lease of the
fish market, known as "Seaview Seafood ", to them subject to
approval by Council. Mr. Kim plans to operate the fish market
with his wife and initially plans to invest over $50,000 in
improvements. Mr. Kim has four years' experience as the
manager of the sea food department of Los Angeles General
Foods Co. selling sea food nation -wide.
Recommendation
It is the recommendation of the City Staff the City
Council approve the assignment of the lease of Mr. Joseph
Morris dba Fish "N Chips to Robert Sutherland, Alexandra
Sutherland, John Sneddon and Sandra Reigner; and the City
Council approve the assignment of the lease of Mr. Robert
Morris dba Seaview Seafood to Mr. Yong Kim and Mrs. Hae Ju Kim

concurrently with the payment by Robert and Joseph Morris
of $7,325 to compensate the City for loss of good will
the increase of public liability insurance under Article 12.5
from $300,000 to one million dollars, and direct City Manager
to execute the appropriate documents.

For Mr.Yo -ng Kim & Hae Ju Kin,His Wife
Mr. Yong Kim has been a resident in Santa Monica for five years.
He is 43 years of age,and is a deligent man. From 1973 to 1977, he
worked as manager of the Sea Food Dept.,Los Angeles General Food Co.,Ltd.,
located at 943 Western Avenue,Los,Angeles, California.(90006)
In the early part of 1977,110 became Licensed as a "Specialist & Gen-
eral Contractor,by the California Licensing Board.He then began his,own
business concern in the construction industry, and to this date he still
owns & controls the contruction business. Mr. Young Kim has successfully
demonstrated his entrepreneurial capabilities „ and has thus built his
business into a very stable and lucrative operation. Financial Statements
regarding the Contruction concern will be forthcoming.
Hae Ju Kim,his wife is 37 years of age and is presently managing a
beauty salon they purchased in 1976, and is located in Santa Monica. Hae
Ju Kim has seven years of restaurant & market operations experience.
The present spatial use of the space concerned is a Food Market /Service
use, known as the "Sea Food Market ". Mister and Misses Kim have succes-
sfully completed negotiations for the acquisition of the Sea Food Market
business concern ,
The Kims intend to upgrade the property in two broad categories. First
they will select an architect and with the approval of the City of Santa
Monica, develop a more appealing and functional design. Second, they will
install new fixtures and equiptment. Since Mr. Kim is a highly competent
building contractor he will personally see that every detail is completed
in direct accordance with all regulatory agencies involved.
They wish to open and operate the business concern as soon as possible.
