SR-01-24-1978-6GSanta Monica, California, January 12, 1978 TO: Mayor and City Council FROM: City Staff JAN 2 4 1978 SUBJECT: Submission of a Revised Short Range Transportation Plan and Contract Reimbursing City Transportation Department for Revision Work Introduction In order for the City Transportation Department to remain eligible for federal transportation grant funds, the City must file a Short Range Transportation Plan with the Southern California Association of Govern- ments (SCAG). To accomplish this, SCAG has offered, through the attached contract, to reimburse 800 of the City's expenses in preparing this docu- ment. Background Transportation Plan Revision Required Federal Transit System Management regulations require that each region prepare a Short Range Transportation Plan each year, based on a study of existing transit operations and future plans, in order for bus operators to remain eligible for federal transportation funds. Two years ago, SCAG sponsored major work on a Short Range Transportation Plan by Wilbur Smith and Associates. The Council authorized the City Manager to file Santa Monica's portion of the Plan at its August 24, 1976 meeting. As was the case last year, SCAG this year has requested only a revision of the plan due to the expenses of repeating the study. This second revision will en- tail up- dating any dated material in last year's first revised plan. Reimbursement Contract SCAG has offered to reimburse up to 800 of the expenses of preparing the revisions, up to a $9,000 maximum (i.e., at the maximum SCAG would pay $7,200 of the expense). January 12, 1978 A copy of the contract through Because it is necessary to produce a plan to maintain the Transportation De- partment's federal fund eligibility, the Department has moved ahead to make the revisions and believes that the contract will cover its expenses. Alternatives 1. The City Council can choose not to file the document. The City would then lose its eligibility for federal transportation funds and there would be no need to consider the contract. 2. The City Council can authorize the City Manager to file the revised Short Range Transportation Plan, but refuse to approve the contract with SCAG. The Department would then lose the benefit of up to $7,200 in reimbursement. 3. The City Council can authorize the City Manager to file the Revised Short Range Transportation Plan with the Southern California Association of Governments, and approve the attached contract permitting the Trans- portation Department to receive 80% reimbursement for preparing the documents. Recommendation City Staff recommends that: 1. The City Council authorize the City Manager to file the revised Short Range Transportation Plan with the Southern California Association of Governments (SCAG) and' 2. Approve, and authorize the City Manager to sign the attached contract permitting the Transportation Department to recover 80% of its expenses in preparing the revisions. Council discussion ensued regarding the role of SCAG and other regional agencies in administering the transportation program, after which Councilmember Reed moved to authorize filing of the revised Short Range Transportation Plan with Southern California Association of Govern- ments (SCAG) and enter into Contract No. 2447(CCS) with SCAG in order to permit the City to recover 80 percent of revision preparation expense.
