A total work program is required under the California Coastal
Act of 1976 to develop a Local Coastal Program and to obtain fund-
ing from the Coastal Commission for this program. This report de-
scribes the content of the work program and procedures related to
it.
BACKGROUND
The Coastal Commission has adopted regulations and an advisory
manual to assist communities in the development of their local
coastal programs or LCP. The regulations require that the first
phase of the LCP be the development of a total work program which
is composed of two main sections: Issue Identification and an Outline
of Work Program Tasks to be performed in the following phases of the
LCP. After the issues have been established they will be the basis
for the remainder of the coastal program such that the policy's
programs and implementation measures will address the problems
posed by the issues.
The Issue Identification is intended to analyze the relation-
ship between the policies of the Coastal Act and the existing condi_
tions in Santa Monica's Coastal Zone as well as the expected conditions

indicated by the City's policies, plans and ordinances, The issues
reflect community concerns and problems within the framework of the
Coastal Act policies. A preliminary issue analysis has been pre-
pared according to the format suggested in the advisory manual. The
format suggests four sections: (1) Area Description of coastal
zone; (2) A Summary Checklist indicating applicable Coastal Act Poli-
cies; (3) A Narrative of the Coastal Issues; (4) A summary of Key
Issues which highlights the narrative, (It is suggested that atten-
tion be directed toward the summary of Key Issues to facilitate re-
view and comment.)
The issues have been divided into ten subject categories which
correspond to the Coastal Act Policies to which they relate, Both
the issue narrative and summary of issues are listed in order of
these subjects.
TECHNICAL COMMITTEE
A Technical Committee has been formed to provide an ongoing
overview into the development of the LCP,and a diversity of input,

Pat Schneider; Recreation & Parks Commissioners: Sheila Banani,
Ronald Guercio; Director of Environmental Services: John Jalili;
Director of Planning: James Lunsford; Director of Recreation &
Parks: Don Arnett; Deputy City Attorney: Anne Kirlin.
The Committee has reviewed and amended the issue analysis and
they have adopted by consensus the preliminary issue analysis dated
September 14, 1977, which is attached to this staff report,

PUBLIC PARTICIPATION
The Coastal Act requires that the public have full opportunir
ty to participate in the LCP process. Santa Monica's Coastal Pilot
Project of 1976 provided extensive and various sources of input
into identifying community concerns. This information was utilized
in the formulation of the attached issue anlaysis. In addition, an
open community meeting was held by the Technical Committee on
September 29, 1977 to solicit concerns. The meeting was advertised
in the local newspapers, radio stations and by a City newsletter and
the minutes of the meeting which.are attached to this report. A staff
recommendation has also been generated as part of this report pursuant
to those minutes.
WORK PROGRAM
The remainder of the work program is composed of a description
of the procedures and tasks to be performed in order to satisfactori-
ly address the problems raised in the issue analysis. Some of these
are technical in nature such as data gathering or quantifiable measure-
ment whereas others are more analytical such as further exploration
into the veracity of a particular issue or the subjective interpreta-
tion of policies and policy application. The work program is divided
into the major categories of the land use plan and zoning plan, which
includes consideration of other municipal ordinances and measures
necessary to implement the provisions of the land use plan. These
will be submitted individually to the Coastal Commission for certi-
fication and will constitute the remaining two major phases of the
LCP. The work program is the third attachment to this report and
describes time elements and budget items estimated to complete the

LCP Tasks. Together with the Issue Identification, it would constitute the
application for a grant from the Coastal Commission for total funding of
the LCP.
FUNDING
As indicated the Total Work Program will be submitted to the Coastal Commis-
sion as the application to completely fund the LCP. There should be no
City costs incurred during the program. The initial grant application will
cover the period of December 1, 1977 to June 30, 1978 and the budget for
this period is $39,166.88. Reference should be made to page 40 of the Total
Work Program for a breakdown of this budget. The remainder of the program
is expected to be completed towards the end of 1979 and the budget for this
period is estimated at approximately $85,000 for a total of about $124,000.
Within the total budget, $20,000 is allocated for consultant studies and
the remainder for City staff and services.
ALTERNATIVES
1. The City may submit a final version of the total work program (Issue
Identification and Work Tasks) along with a Resolution of Intent
(attached) to follow the substance of the Work Program and may-apply
for a grant for LCP funding.
2. The City may defer applying for a grant and only submit the Issue
Identification for certification by the Coastal Commission.
3. The City may take no action at this time.(However, an Issue Identi-
fication is eventually required prior to submission of the LCP.)
RECOMMENDATION
It is recommended that the City Council:
1. Review the Issue Narrative and Key Issues and amend as necessary.
Specific consideration should be given to Issue 22 (page 24) in order
to reflect resident concerns expressed at the Community Meeting as
well as property owner rights in the North Beach. (Reference should
be made to the minutes of this meeting.) The recommended revision is:
"Concern has been expressed over the future land use status of
the Sunset Beach Tract by both the tenants, who wish the area to
be protected as a historic and scenic resource and as a source
for moderate income housing; and by property owners, who are
concerned about investment opportunities. This conflict is com-
pounded by the somewhat deteriorated condition of the structures
which community -wide residents have indicated contribute to the
visual degradation of the area."
2. Adopt by resolution the Total Work Program, consisting of a finalized
Issue Identification of the Work Program Tasks.
3. Authorize the City Manager to enter into an agreement with the Coastal
Commission to obtain a grant, based on the Total Work Program, to fund
the LCP.

PHASE I
Santa Monica's Local Coastal Program
Overview:
The Total Work Program which is attached is the first phase of Santa
Monica's Local Coastal Program (LCP). It has been prepared according to
Coastal Commission guidelines and is comprised of the Issue Analysis and
Work Program Tasks.
The Total Work Program, as represented here, will be the basis for
an application for a grant from the Coastal Commission to totally fund the
LCP. Pending adoption by the City Council through the attached resolution
the Total Work Program and grant application will be forwarded to the
Coastal Commission for their certification.
Included in this package are the following:
1) Resolution of the Cif Council of the City of Santa Monica to
follow the work program herein in developing the City's LCP.
2) Issue Analysis describing community concerns in the Coastal Zone.
